The state school counseling service provides help with school problems and supports parents and teachers in their educational tasks and in making decisions about school careers.
The state school counseling center fulfills the tasks of a central counseling center in its area of responsibility. It is responsible for all schools in this district and is the point of contact for those seeking advice on school issues that go beyond the scope of a single school. It organizes the measures required at district level and contributes to the quality assurance of school counselling.
The State School Counseling Center is staffed by counseling teachers, school psychologists from all types of schools and other employees. The head of the State School Counseling Center and a deputy head are appointed by the State Ministry of Education and Cultural Affairs.
The state school counseling centers have the following tasks in particular as cross-school institutions:
School career counseling
The State School Counseling Center advises on difficult questions of school career choices and permeability between school types, especially when foreign and non-Bavarian students enter the Bavarian school system. It provides information on the admission requirements for all types of schools, examination dates, school-leaving qualifications, schools and boarding schools, options for support and care for pupils and young adults. The State School Counseling Center makes information material available to those seeking advice, counseling teachers, school psychologists and other counseling centers; it informs the public, authorities and schools, especially the media, on questions of school career counseling, the structure of the Bavarian school system and on pedagogical-psychological topics. It provides information on school law issues in the context of school career counseling and school problems.
Educational-psychological counseling
The state school counseling center helps those seeking advice with special school problems and crisis situations, also through team counseling.
Advice for schools and teachers
The State School Advisory Service offers schools, teachers, advisory teachers and school psychologists practical advice, help and support (e.g. regarding the organization of parents' meetings, pedagogical conferences and school development measures). It provides professional support to guidance teachers and school psychologists from all types of schools in its area of responsibility and holds service meetings and training events in this context. As part of the professional support, counseling teachers and school psychologists can be visited and receive advice and suggestions regarding their counseling activities. If required, it advises and supports head teachers and school administrators on issues relating to the further development of the school and is in contact with the Academy for Teacher Training and Personnel Management (ALP) in Dillingen. It supervises trainees as part of their training as guidance teachers and school psychologists.
Cooperation
The State School Counseling Center works together with school and non-school institutions to fulfill its tasks. The coordination of these contacts is of particular importance. To increase its effectiveness, it also works together with the other state school counseling centers. Individual school counseling centers can be given the lead responsibility for coordinating tasks and contacts at the state level (e.g. with the state employment office, with state working groups). It maintains contact with the relevant state institutes and scientific institutions that deal with pedagogical-psychological diagnostics, method development, counseling as well as the development of information and communication methods and scientific foundations for the training and further education of counseling teachers and school psychologists.
