Civil servants at primary and secondary schools, special schools, schools for the sick and vocational schools (except FOS/BOS) are appointed by the responsible government.

The governments are the responsible appointing authorities for civil servants at primary, secondary and special schools, schools for the sick and vocational schools (with the exception of head teachers and deputy head teachers at vocational schools and civil servants at vocational secondary schools/technical colleges). The Bavarian State Ministry of Education and Cultural Affairs is the responsible appointing authority for principals and principals as well as for their permanent deputies and other permanent deputies at vocational schools.

Appointments are made by issuing a certificate of appointment to establish (hire) a civil servant relationship, to convert a probationary civil servant relationship into a civil servant relationship for life and in the event of a promotion or reappointment.
