Procedure details

The core tasks in the field of recycling and waste management at the Bavarian Environment Agency (LfU) are

  • Collecting and evaluating waste management data and the overall management of waste
  • Monitoring of hazardous waste streams
  • Monitoring of thermal waste treatment plants and landfills
  • Informing and advising the public
  • Technical support for the StMUV, district administrative authorities and governments on specialist issues relating to the circular economy
  • Ressourceneffizienz-Zentrum Bayern - REZ as a central information and knowledge transfer hub for the Bavarian economy in the field of material and raw material efficiency

The Circular Economy Department at the State Office for the Environment (LfU) deals with the following tasks, among others:

  • Quantitative and qualitative analysis of disposal routes, e.g. for organic waste, waste electrical and electronic equipment, sewage sludge,
  • Preparation of the annual "Household waste in Bavaria" balance sheet,
  • Identification and evaluation of waste prevention measures,
  • Preparation of "info sheets" on a wide range of recycling management topics,
  • Technical support for the Bavarian Ministry of the Environment's "Abfallratgeber Bayern",
  • Approval of monitoring contracts within the framework of the Ordinance on Specialist Waste Management Companies (Entsorgungsfachbetriebeverordnung - EfbV),
  • Recognition of waste management associations (Waste Management Associations Directive - EgRL),
  • Monitoring the activities of technical monitoring organizations and waste disposal associations,
  • Recognition of training courses for obtaining technical and expert knowledge in accordance with the Ordinance on Specialist Waste Management Companies, the Notification and Permit Ordinance and the Ordinance on Waste Management Officers and Persons Responsible for Management in accordance with the Landfill Ordinance,
  • Assessment and monitoring of plants for the thermal treatment of waste for disposal (hazardous waste incineration plants), plants for the thermal treatment of municipal waste (household waste incineration plants) and incineration plants for sewage sludge in accordance with Section 2 (2) of the Sewage Sludge Ordinance and plants of the hazardous waste disposal organizations (hazardous waste collection points and chemical-physical treatment plants of GSB Sonderabfall-Entsorgung Bayern GmbH); answering technical questions about these plants,
  • Assessment and monitoring of facilities for the disposal of animal carcasses (rendering plants, collection points and animal crematoria); answering technical questions about these facilities,
  • Assessment and monitoring of landfills; answering technical questions about these facilities,
  • Expert opinions, development of enforcement aids, leaflets and model requirements for the storage, treatment and recovery of waste at non-thermal plants,
  • Central office for waste monitoring (ZSA) for hazardous waste, proof of disposal, consignment bills, determination of compliance with transfer obligations; preparation of the annual hazardous waste statistics for Bavaria,
  • Announcement of the bodies to carry out investigations of waste wood, participation in national committee activities for the preparation of enforcement aids,
  • Advisory center for phosphorus recovery from sewage sludge,
  • Voluntary take-back systems for waste,
  • Examination of PRTR reports (Pollutant Release and Transfer Register) in the area of waste disposal and advice to reporting parties,
  • Environmental education and training in the field of recycling management.
