Procedure details

The state and society are constantly facing new, major challenges. Particularly against the backdrop of demographic developments and advancing digitalization, innovations are necessary in order to adapt to the constant process of renewal and change. In order to maintain the high efficiency and performance of the Bavarian state administration, it is of central importance to make greater use of the enormous potential of employees' experience and ideas and to incorporate them into the administration.

This is why the state suggestion scheme was established over 50 years ago. This is a forum for suggestions for improvement from the employees of the Free State of Bavaria in order to simplify, speed up, make more efficient or otherwise improve the administrative processes of the Bavarian state administration.

The following committees are responsible for evaluating the suggestions:

  • The Innovation Center for Modern Administration comprises members of all state ministries and the State Chancellery and evaluates the cross-departmental proposals.
  • Innovation circles have been set up at the state ministries, which are responsible for overarching proposals within their area of responsibility. The remaining proposals are processed by the innovation circles of the authorities themselves.

Furthermore, a database has been set up at the Modern Administration Innovation Center in which all suggestions for improvement are stored. With the exception of the submitter data, this database is available to all interested parties via the Bavarian Public Authorities Network (see "Further links").

What should a suggestion look like?

We consider a suggestion to be a novel, concrete and detailed idea that noticeably improves something and thus contributes to the efficiency and effectiveness of the administration. Ideas or solutions that have already been or are being discussed in the administration, at a political level or in the media are not novel.

Suggestions for improvement should include, for example

  • Facilitate, streamline and simplify processes and organization, specifications and administrative procedures.
  • Save working time, costs or materials.
  • make the administration more citizen- and service-friendly.
  • Reduce the risk of accidents and improve working conditions.

You should ask yourself the following questions when submitting a proposal:

  • What is being done?
  • Where do the problems occur?
  • How can it be done better?
  • What specific changes are required?

Please keep your proposal as short and clear as possible. If necessary, explain it with sketches or calculations. If possible, you should calculate and explain the expected success as well as the effort required for implementation.

Is it worth submitting a proposal?

Of course, because everyone benefits from optimizations in administration!

Our common goal is to simplify, speed up or otherwise further improve the administration and the sometimes complex processes at all levels. The suggestions for improvement that have already won awards show this: It is often small, simple changes, such as merging two forms into one, that make work easier.

There are attractive rewards for each accepted improvement suggestion, depending on the costs and benefits of the suggestion:

  • Cash rewards or rewards in kind
  • Time off work for up to 3 days
  • Recognition bonuses for rejected suggestions that nevertheless represent a special achievement.

In addition, the Bavarian State Government regularly offers attractive prizes for innovative ideas for particularly outstanding suggestions for improvement, which are characterized, for example, by their high benefit or great savings potential for the state.

Please address proposals for a specific business area to the responsible "Innovation Circle". An overview of the innovation circles in the individual authorities can be found under "Further links" or in the electronic application form below.

Please enter a password for your proposal as well as your name, address and telephone number or e-mail address in case of queries. Please also include a declaration that the proposal was developed by yourself. If there are several proposals of the same type, the order in which they are received will be decisive. Your proposal will be reviewed independently and comprehensively.

If your proposal is to be treated anonymously, please indicate this in the appropriate place in the online form.

Who can submit a proposal?

The circle of participants includes

  • all current and former employees (including trainees and candidates) of the Free State of Bavaria, the corporations, institutions and foundations under public law under its supervision and the state-recognized or state-approved private schools and
  • every team, every quality circle, every workshop or every part of an authority.
