The housing entitlement certificate is issued upon application by the responsible authority (district offices, independent cities, large district towns or "large delegation municipalities"). The designation also requires such an application.
A distinction is made between the general and the specific housing entitlement certificate.
- With the general housing entitlement certificate , the person seeking housing can in principle apply for a corresponding subsidized (social) rental apartment anywhere in Bavaria. The scope of the housing entitlement (in particular the number of household members, appropriate apartment size) is precisely described in the general housing entitlement certificate.
- The specific housing entitlement certificate is only issued for a specific apartment.
Certain subsidized rental apartments, in particular social housing in areas with increased housing needs defined by ordinance, may only be made available to a person seeking housing who has been nominated by the competent authority for the specific apartment. Requirements
