This form can be submitted electronically (e.g. via a secure contact form using your user account with login via the electronic ID function or the ELSTER certificate) or handwritten and signed in paper form to the responsible authority.
The state funding is intended to improve the framework conditions for voluntary work in educational support.
The purpose of the funding is to provide professional advice and support for volunteers working in the field of open educational assistance.
Particularly in the context of promoting education in the family, childcare and assistance for families in emergency and crisis situations, active and committed citizens are involved who contribute in a special way to strengthening interpersonal relationships and solidarity in the community. These volunteers are supported by expert advisors and by the recognized independent youth welfare organizations active in these areas.
Eligible costs include expenditure on full-time (full or part-time) specialist staff. The eligible expenditure for specialist staff is calculated on the basis of flat-rate personnel costs in accordance with Section 2 of the Implementing Regulation for the Bavarian Pregnancy Counseling Act (BaySchwBerV). For temporary staff required due to vacation, maternity leave, parental leave or illness of this specialist staff, the pro rata personnel expenses are eligible.
The funding is granted in the form of pro rata financing/capital participation.
The type of grant is project funding.
The grant is awarded as proportional financing within the framework of project funding.
Eligible applicants are the umbrella organizations of the independent welfare services, the recognized independent youth welfare organizations as well as associations with legal capacity and non-profit associations if they are affiliated with a recognized youth welfare organization.
The measures of the grant recipient must be designed for a longer-term impact and be suitable for effectively anchoring voluntary commitment in educational assistance for the benefit of young people and their families.
The professionals for whom a state grant is applied for must have completed professional training as a qualified social pedagogue (FH) or qualified psychologist (Univ.) and have at least one year of relevant professional experience. Exceptions with regard to professional training require the approval of the Bavarian State Ministry of Labor and Social Affairs, Family and Integration.
The application of an independent sponsor must be submitted to the government of Upper Bavaria together with the application documents by April 1 of each year. In the case of first-time applications, the application must be received by the approval office by December 31 of the previous year at the latest; approval for the early start of the project is generally granted upon receipt of the application. If the measure has a local connection and falls within the overall and planning responsibility of the local youth welfare office, a statement from the youth welfare office on eligibility for funding is required. In particular, this must indicate the nature and extent of the cooperation between the youth welfare office and the provider with regard to the project.
The Government of Upper Bavaria sends the funding proposals to the Bavarian State Ministry of Labor and Social Affairs, Family and Integration by May 1st of each year. The Ministry decides on the funding proposals and allocates the budget funds to the government for approval. The approval period is the financial year.
