A private expert in water management (PSW) confirms the proper construction of a small wastewater treatment plant to the responsible authority on behalf of a building owner.
Before a small wastewater treatment plant (WWTP) goes into operation, a building inspection must be carried out after completion in accordance with water legislation. For this purpose, the client commissions a private expert in water management (PSW). As part of an on-site inspection, the PSW confirms to the responsible authority that the small wastewater treatment plant has been constructed in accordance with the water law permit. If there are any deviations between the installed and the approved small wastewater treatment plant, these are determined by the PSW on site and described in the construction acceptance report.
The commissioned private expert must be recognized by the Bavarian State Office for the Environment for the "Small sewage treatment plants and wastewater collection pits" area of recognition in accordance with the Ordinance on Private Experts in Water Management (see "Further links").
The construction acceptance report should be prepared digitally by a recognized private expert in water management (PSW) and transmitted to the competent authority using the online procedure.
The private expert in water management charges the operator of the small wastewater treatment plant for his work. No further costs are incurred by the authority.

There is neither a statutory processing deadline nor a formal requirement for completion of the construction acceptance by the authority. If the PSW identifies and describes deviations between the installed small wastewater treatment plant and the planned or approved small wastewater treatment plant, the authority will take action.
