The aim of the funding is to support participatory projects with an artistic and cultural focus for children, young people and adults throughout Bavaria and with particular emphasis on the local area.
The grant is intended to support the implementation of participatory projects in which the participants actively shape their environment and their community by contributing their ideas and skills. The focus is on design itself as a creative and aesthetic activity. This includes, for example, art, music, literature, theater, gaming, film, architecture, design and media design. The projects should generally be of supra-regional or at least supra-local significance. The funding area covers the whole of Bavaria, with particular support for local initiatives in areas with a special need for action.
In principle, all demonstrably project-related costs are eligible for funding. This includes additional staff, paid overtime and project-related increases in part-time positions. Fees for workshop leaders and services via additional work contracts are also eligible for funding. Volunteers can invoice their work within a fixed framework. In addition, rental costs for additional rooms, loan of materials (e.g. instruments, technology), consumables and project-related travel and accommodation costs are eligible for funding. Costs for the documentation of the project are also eligible for funding. Organizational costs, including administrative expenses and expenses for public relations work, can be recognized up to 10% of the total eligible costs.
Not eligible for funding are, for example, ongoing operating costs, ongoing personnel and administrative costs, hospitality costs (except for multi-day projects with covered catering costs), gifts, promotional items, decoration, capital expenditure such as vehicle or property purchases and publications, with the exception of advertising materials for the project.
The funding is granted as a subsidy.
The type of grant is a project grant.
Funding is provided in accordance with the budget funds available and is generally limited to a maximum of 60% of the eligible costs, up to a maximum of EUR 50,000. The total eligible costs must amount to at least €5,000 (de minimis limit, does not apply to projects in areas with a special need for action).
For the international exchange of ideas and projects in regions in particular need of funding (for costs under €5,000), the funding rate is up to 80%, provided no EU funds can be used. At least 10% of the total costs must be contributed by the applicant (e.g. own funds, entrance fees). Earmarked donations and voluntary work can be partially taken into account, but an appropriate personal contribution is required. There is no legal entitlement to funding.
Funding will only be considered if the following requirements are met:
Legal entities under public and private law (in exceptional cases GbR) based in Bavaria that are not profit-oriented on the market are eligible to apply and receive funding. Projects in large cities such as Munich or Nuremberg are also eligible for funding. However, priority is given to supporting local initiatives outside of metropolitan areas.

Investment measures or further education and training measures are not eligible for funding.
The application must be submitted in writing to the responsible district government by March 1 before the start of the school year (August 1 to July 31) in which the project is to start.
Your responsible district government will review the application and decide on funding, usually by the middle of the calendar year. You will then receive a funding decision. A project can only be funded in the first and second year of implementation. After a maximum of four years of continuous funding (various projects), a funding break of at least one year must be observed. A maximum of two parallel applications within one school year for different projects are generally possible.
Early start of measures: possible from the time of approval (grants may only be approved for projects that have not yet been started. In principle, any conclusion of supply or service contracts is to be regarded as the start of a project. It is possible to apply to the district government for approval to commence the project early in order to be able to start the project before a grant notice is issued without incurring funding costs. However, no entitlement to funding can be derived from the approval of the early start of the measure. Expenses for planning services that were incurred without an approved early start cannot be recognized. The respective local government is responsible for approval).
The application deadline is 1 year(s). by March 1 before the start of the respective school year. Applications can be submitted after this deadline if they are for special or unforeseen projects (separate conclusive justification required).
A processing time of up to 1 month(s) is to be expected.
Applicants can take legal action against the authority's decision in an administrative court. However, there is no legal claim to the funding.
