The health authorities, AIDS counseling centers and AIDS service organizations provide information and advice on the risks of infection, preventive measures and HIV antibody tests.
In addition to the 76 state and municipal health authorities, ten psychosocial AIDS counseling centers and AIDS service organizations provide information about HIV to people living with HIV, their relatives, partners and anyone who has questions or problems due to the infection or immunodeficiency. With at least one psychosocial AIDS counseling center in each administrative district, Bavaria has thus established a nationwide information and counseling service.
The advice centers, health authorities and AIDS service organizations provide advice by telephone and in person and hold educational events about HIV/AIDS. In addition, the health authorities offer free, anonymous HIV antibody tests.

People living with HIV, as well as their relatives, partners and anyone else who has questions on the subject can contact a counseling center.
The Free State of Bavaria provides grants for the expenses of psychosocial AIDS counseling centers and for projects to prevent the immunodeficiency disease AIDS. Funding is also provided for further training measures for specialist staff and volunteers in AIDS work.
Addiction prevention efforts are aimed at preventing risky, harmful or addictive behavior and consumption. In addition to avoiding risk factors, health resources and skills should also be strengthened.
