Accounting for around one third of the EU budget, cohesion and structural policy is one of the European Union's key policy areas. Its aim is to improve living conditions in the various European regions by investing in key areas of activity. The European Union provides the necessary financial resources for this via various structural and investment funds. One of these funds is the European Regional Development Fund (ERDF).
In Bavaria, the ERDF will continue to support the funding objectives "Investment in jobs and growth" and "European territorial cooperation" in the 2021 to 2027 funding period.
"Investment in employment and growth"
For the 2021 - 2027 funding period, Bavaria was able to acquire ERDF funding of around €577 million for the "Investment in jobs and growth" funding objective.
In terms of content, the ERDF program focuses on three funding areas
There are several funding measures in each funding area. 60 percent of the funds in funding areas 1 and 2 are to flow into the area with special need for action (RmbH). This area comprises the structurally weaker rural districts and independent towns in Bavaria, which account for around 30 percent of the Bavarian population.

The "European Territorial Cooperation (Interreg)"
A total of 8.9 billion euros from the ERDF is available for the " European Territorial Cooperation (Interreg)" funding objective in the 2021-2027 funding period.European Territorial Cooperation (Interreg) is part of the European Union's cohesion and structural policy and promotes cooperation between regions in Europe. Its aim is to strengthen harmonious, balanced and sustainable development as well as cohesion and competitiveness in Europe.
Bavaria was able to acquire ERDF funding of around 90 million euros for the 2021 - 2027 funding period for the "European Territorial Cooperation (Interreg)" funding objective.
European Territorial Cooperation comprises three areas:
The thematic focus as well as all regulations on application and funding are laid down in the respective "cooperation programs". Cooperation takes place in projects that are generally developed "bottom-up". In each project, there is one responsible partner, the "lead partner".
The Member States are responsible for the European Territorial Cooperation programs. All decisions are taken jointly by the Member States involved in the program. For each program there is a joint managing authority in a state participating in the program.
