An election proposal must be personally signed by, among others, one in every thousand of those eligible to vote in the constituency at the last vote in accordance with the State Election Act, but by no more than 2,000 eligible voters if the party or group of voters did not receive at least 1.25% of the valid votes cast in Bavaria (in the case of district elections: in the respective district) at the last state election (district election).
Relevant publishers offer the forms required for submitting nominations. The official forms required for the supporting signatures are issued exclusively by the respective constituency leader.
The nominations are to be drawn up by the parties and voter groups for the respective constituency (each government district forms a constituency) and are to be submitted to the constituency leader (government). The nominations are examined there. The constituency committee decides in a public meeting on the approval of the nominations.
Parties and voter groups that are not represented in the Bavarian State Parliament or the German Bundestag must first notify the state electoral officer of their participation. The state electoral committee must determine their right to participate (see under "Related topics"). Parties/voters' groups that are not represented in the state parliament or Bundestag but are represented in the respective district assembly are exempt from the notification of participation for the district election.
Nominations must be submitted in writing to the constituency returning officer by 6 p.m. on the 73rd day before election day at the latest - in the case of an election following the dissolution or dismissal of the Landtag by 6 p.m. on the 24th day before election day at the latest.
Each political party can submit an election proposal (state list or district election proposal). District election nominations (at constituency level) may also be submitted by individual voters or groups of voters.
The municipal authorities keep a list of eligible voters for each electoral district.
Parties and other political associations based in the Member States of the European Union may submit nominations for the European elections. A list can be submitted for a single federal state or a joint list for all federal states.
A municipal and district election can be contested with the legal supervisory authority due to a violation of electoral regulations.

The Bavarian State Parliament and the district assemblies are elected for a term of five years.
Depending on the election or vote, the district administrative authorities are the seat of the electoral bodies at district level. They support the electoral bodies in carrying out their activities.
