Purpose

The funding supports Bavarian municipalities in the expansion and improvement of cycling infrastructure. The aim is to make cycling safer, more attractive and more efficient, thereby contributing to sustainable mobility and climate protection in the Free State of Bavaria. The program is an important building block for implementing the goals of the Bavarian Cycling Act and the Bavarian state government's climate strategy.

Object

Funding is provided for measures to improve the cycling infrastructure in Bavaria. This includes, for example, feasibility studies, planning and construction projects for cycle paths and other infrastructure measures.

Eligible costs

Feasibility study

Funding will be provided for services incurred by the grant recipient as a result of an external contract for the preparation of a feasibility study with the following content. These include

  • Potential analysis for the project to clarify the desired expansion standard;
  • Service phase 1 (basic evaluation) and also essential elements of
  • elements of service phase 2 (preliminary planning) of the fee schedule for architects and

Planning

All planning services that result in a complete funding application in accordance with the RZStra for the structural implementation of the project are eligible for funding. This includes planning services in service phases 1 to 4 (basic evaluation, preliminary planning, design planning and approval planning) in accordance with the HOAI.

Construction

Eligible costs are based on Section 6 RZStra. Section 6.1.6 RZStra applies accordingly to ancillary construction costs for all funding objects. The following services are also eligible for funding:

  • technical traffic equipment for the cycle path, including lighting systems, incurred by the grant recipient as a result of an external award of the funded services.
  • in addition to roadside cycle paths, independent sections of cycle path away from existing roads.
  • Extension of existing paths to the existing width, in the case of widening up to the necessary standard for cycle traffic.

Type and amount

The funding is granted as a subsidy.

The funding period covers the entire duration of the project.

The standard funding rate is generally up to 80% of the eligible costs. Funding is provided by the Free State of Bavaria within the scope of available budget funds.

Eligibility requirements

The prerequisite is that the measures serve the objective of the cycling campaign and that the funding recipient complies with the relevant legal provisions in connection with the implementation of the measure, in particular the budgetary principles of efficiency and economy.

Start of the project

The project must not have commenced prior to approval unless the government has approved an early start in written or electronic form under the conditions of VV No. 1.5 of Art. 44 BayHO; this approval must be limited in time.
