As at all civil airports, the Bavarian airports (Munich, Nuremberg, Memmingen) carry out extensive measures to check baggage and hand luggage and to check persons, which are mandatory for all air travelers.
In Bavaria, the Government of Upper Bavaria - Southern Bavaria Aviation Office (Munich Airport and Memmingen Airport) and the Government of Middle Franconia - Northern Bavaria Aviation Office (Nuremberg Airport) are responsible for carrying out security checks.
Fees are charged for searching passengers and their baggage at the airports to protect against attacks on air traffic security. The airlines are liable for the fees. Among other things, the passenger volume at the respective airport and the location of the security checks (centralized or decentralized) have an influence on the amount of the fee. The framework for the fee starts at EUR 4.50 in 2025 and ends at an upper limit of EUR 15.00 (see No. 2.1.2 of the Annex to Section 1 LuftSiGebV). The aviation security fee is calculated and set annually on January 1 as a cost-covering fee. Changes to the amount of the fee are usually announced in advance to make it easier for airlines and tour operators to calculate prices.
The aviation security fee will be set at the Bavarian airports from 01.01.2025 to 31.12.2025 in the following amount - per checked passenger:
Munich Airport: €8.97
Nuremberg Airport: €8.71
Memmingen Airport: € 4.80.
You pay the aviation security fee in the amount determined each year (see "Description") to the respective airline when purchasing the ticket, which pays the fee to the aviation security authority.

In addition, many airlines have their own safety regulations or implement safety regulations of foreign authorities that go beyond the regulations of the German federal safety authorities. The airlines will provide information on further restrictions. The airline must be notified if hunting weapons are to be carried in your luggage.
For flights within the European Union (EU), restrictions on carrying liquids in hand luggage have been in force since November 6, 2006. The following regulations do not restrict the carriage of liquids in baggage.
Specifically, this means for all flights departing from German or EU airports:
The carriage of liquids or comparable items of a similar consistency (gels, pastes and lotions, mixtures of liquids and solids, as well as the contents of pressurized containers, e.g. toothpaste, hair gel, drinks, soups, syrups, perfume, shaving foam, aerosols, etc.) is only permitted in hand luggage if
Only one bag per passenger is permitted!
The individual containers must fit easily into the bag so that it can be closed completely and nothing protrudes.
The plastic bag must also be transparent enough for the contents to be clearly visible and have a seal that can be easily opened at the checkpoint if necessary.
At the checkpoint, the sealed bag must be removed from the hand baggage before the x-ray check and x-rayed separately. To avoid delays at the checkpoint, we recommend stowing the bag in an easily accessible place when packing.
Liquid medication and special foods that are absolutely necessary during the journey for medical reasons are exempt from the above-mentioned quantity restrictions. This also includes baby food for babies or small children traveling with you.
Duty-free liquids purchased in the security area of an airport or on board an aircraft may be carried in a sealed duty-free bag. The duty-free bag must be unopened or undamaged at the time of inspection and must contain proof of purchase for the purchased liquids.
The aforementioned liquids may be carried in addition to the 1 liter bag, but must be presented at the checkpoint and also checked separately from hand baggage.
