In Bavaria, over 100 state-funded, easily accessible marriage and family counseling centers offer a highly qualified range of counseling services. In addition to marriage, partnership, family and life counseling, preparation for partnership and marriage, sexual counseling and education on family planning in the sense of responsible parenthood, the range of counseling offered by marriage and family counseling centers also includes counseling for single parents, counseling in cases of violence in the family and basic counseling on social assistance for the family. The counseling centers provide this counseling in individual and group sessions across all denominations.
Marriage and family counseling must be offered to all citizens in Bavaria within a reasonable distance. This requires nationwide coverage. In the future, there should be at least one counseling center in every district and in every independent city in which a counseling service exists at the time the framework agreement on state funding for marriage and family counseling centers is concluded.
Personnel expenses for specialists working in the marriage and family counseling center are eligible for funding.
Recipients of funding and eligible applicants are the partners of the underlying framework agreement (umbrella organizations of independent welfare services and the Bavarian (arch)dioceses).
The grant is provided as fixed-amount funding within the framework of project funding. Funding is provided in the form of lump-sum grants. The lump sums are calculated from the percentage average of the funding amounts granted in the years 2000 to 2003.
Applications must be submitted in writing to the Zentrum Bayern Familie und Soziales (ZBFS). It approves the grants in accordance with the principles laid down in the framework agreement.
On the basis of the framework agreement, only the umbrella organizations of independent welfare organizations and, collectively for all Bavarian (arch)dioceses, the Diocese of Augsburg are eligible to apply. They receive the application form directly from the ZBFS. The associations entitled to apply and the Diocese of Augsburg are allocated a lump sum for the specialists in the advice centers.
Applications must be submitted in writing to the ZBFS by January 1 of the year of application in a single copy. The framework agreement expires at the end of December 31, 2024.
