Waste wood; application for notification as a body for carrying out investigations

Procedure details

The Waste Wood Ordinance obliges operators of waste wood treatment plants for the processing of waste wood for the production of wood-based materials to have tests carried out every four months on the pollutant content of waste wood. In principle, these operators only meet these testing obligations if they have the prescribed tests carried out by bodies that have been notified by a competent authority.

In the procedure for the notification of a body, it is checked whether the requirements for notification of the applicant for carrying out the tests specified in the Waste Wood Ordinance are met (see "Requirements" below)

A body shall only be notified to carry out inspections within the meaning of the Waste Wood Ordinance if the applicant

  • is reliable and has the necessary independence to carry out such third-party inspections,
  • has the necessary expertise to carry out such external inspections and
  • has the necessary technical equipment to carry out such external inspections.

  • Designation of the qualified laboratory director(s)

  • Extract from the Central Trade Register
    for applicants or persons representing the applicant and for technically qualified laboratory directors
  • Certificate of good conduct
    for applicants or persons representing the applicant and for technically qualified laboratory directors
  • Proof of sufficient spatial and technical laboratory equipment
    for applicants operating nationwide, accreditation certificate according to DIN ISO 17025 with annexes to the test procedures and protocol of the last laboratory audit by the accreditation body
  • Proof of successful participation in the transnational interlaboratory comparison ("LURF").

  • Commitment statements for future regular participation in the transnational interlaboratory comparison ("LURF").

  • Undertaking to allow the representative of the State Office for the Environment access to the laboratory and to the laboratory work during normal business hours.
  • Declaration of commitment to keep all samples examined for one year for subsequent examinations by the State Office for the Environment.
  • For applicants from the EU or EEA foreign countries
    equivalent foreign certificates shall also suffice in addition to the above-mentioned certificates of expertise and reliability if these certificates show that the above-mentioned requirements are met or that the requirements of the foreign country are essentially comparable with these requirements. The State Office for the Environment may require the submission of a certified German translation of such foreign certificates.

Fee for carrying out the procedure for the notification of a body within the meaning of the Waste Wood Ordinance: € 21 to € 2100

The applicant does not have to observe any deadlines when submitting the application for notification as a body.
