The purpose is to support a comprehensive range of counselling and assistance services for women and their children affected or threatened by acute domestic and/or sexualized violence in their social environment in women's shelters by means of government grants.
Eligible for funding are women's shelters that serve to accommodate women and their children who are acutely affected or threatened by domestic and/or sexualized violence.
Eligible applicants and recipients of funding are the umbrella organizations of Bavaria's non-statutory welfare services or providers of women's shelters that are members of an umbrella organization of Bavaria's non-statutory welfare services.
Eligible costs are the personnel costs for the specialist staff required to advise and support the women and the personnel costs for the specialist staff required to look after the children, as well as personnel for the management and administration and personnel for the administration and building management areas.
The state grant is awarded as part of project funding in the form of fixed-amount financing.
The grant is made up of the following annual amounts:
A full-time position is a position with regular weekly working hours in accordance with the applicable collective agreement of the funding recipient, provided that these are between 38.5 and 40.1 hours per week. In all other cases, a number of 40.1 hours per week is to be taken as the basis. In the case of a specialist who is not employed continuously throughout the year or who is employed part-time, the personnel expenditure subsidy is granted on a pro rata basis. The maximum grant for a women's shelter is EUR 533,997 per year.

In cases of hardship to be specially justified by the sponsor, compliance with the requirements under indents 4 and 5 may be waived (see guidelines).
State funding is only provided if at least one district or independent city contributes to the costs required to operate the women's shelter.

Funding is granted upon application by the provider of the women's shelter.
The provider applies to the granting authority (Government of Middle Franconia) for initial inclusion in state funding. The provider must enclose the statements of the co-financing local authorities on the need. The granting authority forwards the application documents to the Bavarian State Ministry for Family, Labor and Social Affairs (StMAS). Following consultation with the Bavarian umbrella organizations of non-statutory welfare services, the Bavarian Association of Counties and the Bavarian Association of Cities and Towns, the StMAS decides on the basic inclusion of the women's shelter in the state funding program.
