In Germany, the vast majority of people in need of care are cared for at home by relatives and loved ones. Home caregivers often reach the limits of their physical and mental capacity, which is why the Free State of Bavaria promotes offers of support in everyday life to counteract excessive demands. In order to further expand support services and develop new innovative concepts, Bavaria also promotes the establishment and expansion of voluntary structures and self-help in the care sector.
Funding can be provided for care networks, training and further training for volunteers, other offers for the training and development of groups of volunteers and other people willing to engage in civic engagement as well as offers of self-help in care.
The costs of the offer can be funded.
The grant is provided within the framework of project funding.
Funding is provided at flat rates depending on the offer, as specified in more detail in the notes on the implementation of AVSG Part 8 Sections 5 to 8.
Funding for voluntary structures and other services in accordance with Section 45c SGB XI is provided in equal parts by the Free State of Bavaria and the local authority on the one hand and social and private long-term care insurance on the other. Social and private long-term care insurance therefore doubles the funding provided by the Free State of Bavaria and the local authority.
The Free State of Bavaria and the local authority provide 25% of the funding for self-help in accordance with Section 45d SGB XI and 75% is provided by social and private long-term care insurance. Social and private long-term care insurance therefore triples the amount that the Free State of Bavaria and the local authority provide for the promotion of self-help in accordance with Section 45d SGB XI.
The individual requirements for the recognition and funding of such offers are regulated in Part 8 Sections 6 and 8 of the AVSG and the instructions for the implementation of Part 8 Sections 5 to 8 of the AVSG. Depending on the type of offer, proof must be provided that the relevant qualification and quality criteria have been met.
The application must be submitted in writing or electronically to the Bavarian State Office for Care. The forms provided must be used.
As a rule, applications must be submitted by December 31 of the year preceding the funding year.
Funding is provided without legal entitlement within the scope of available budget funds.
