The Free State of Bavaria grants subsidies to support specialist counselling centers for domestic and/or sexualized violence.

Women and their children affected by gender-specific domestic and/or sexualized violence as well as children and adolescents affected by sexualized violence need an outpatient counselling service that addresses the violence they have experienced and provides psychosocial counselling and support. The purpose is to support a nationwide range of counselling and support services for women affected by domestic and/or sexualized violence and their children as well as children and adolescents affected by sexualized violence through state funding.
Specialist advice centres that advise women and their children affected by domestic and/or sexualized violence as well as children and young people affected by sexualized violence can receive a grant to carry out the tasks described in No. 2.4.1 of the guideline.
Eligible costs are the personnel expenses for the necessary specialists for counseling women and children or the costs for further training, supervision and public relations work. In addition, personnel expenses for the areas of prevention, management/leadership and administration are eligible for funding; for prevention work, management/leadership and administration, funding may also be provided for freelance staff or, in the case of administration, a purchased service is also eligible for funding. If a branch office is maintained, personnel and material expenses are eligible for funding.
The funding is granted as a subsidy.

The state grant is awarded as fixed-amount funding within the framework of project funding.
A full-time position is defined as a position with regular weekly working hours in accordance with the applicable collective agreement of the funding recipient, provided these are between 38.5 and 40.1 hours per week. In all other cases, a number of 40.1 hours per week is to be taken as the basis. In the case of a specialist who is not employed continuously throughout the year or who is employed part-time, the personnel expenditure grant is awarded on a pro rata basis. The maximum grant for material costs is EUR 2,542 per year. Fee costs of a maximum of EUR 80 per hour are eligible for funding in the context of further training measures or supervision. For external training measures, up to EUR 40 per day and person for meals and accommodation are eligible for funding. The areas of prevention, management/leadership and administration can in any case be funded with a maximum of €22,041 per year per specialist advice center.
Eligible to apply and receive funding are the umbrella organizations of Bavaria's non-statutory welfare services or providers of specialist advice centers that are members of an umbrella organization of Bavaria's non-statutory welfare services.
Each counseling center funded by personnel costs must have two specialist positions for counseling women, children and adolescents or a corresponding number of part-time employees who ensure full-time staffing of the counseling center through job sharing; in addition, specialist staff must be available for the areas of prevention, management/executive management and administration; in the areas of prevention, management/executive management and administration, freelance staff can also be employed as an alternative; in the area of administration, the service can also be purchased from external service providers.
Eligible professionals for the counseling of women, children and adolescents within the meaning of these guidelines are social pedagogues, social workers (e.g. qualified or graduated social pedagogues, BA degree in social work) as well as persons with comparable professional qualifications or relevant experience. Specialists who do not have the formal qualification criteria must be able to perform the tasks of a specialist advice center on the basis of professional experience and additional qualifications acquired in this context.
The funding recipients are responsible for ensuring that the staff employed are sufficiently qualified for the tasks. State funding is only provided if at least one local authority (district, independent city or municipality) contributes to the total expenditure of the specialist advice center. All funding requirements can be found in the guidelines for the funding of women's shelters, specialist advice centers (emergency calls) and intervention centers in Bavaria.
The written application must be submitted to the government of Middle Franconia. The provider of the specialist advice center applies to the approval authority for initial inclusion in the state funding, submitting the opinions of the co-financing local authorities on the need. This authority forwards the application documents to the State Ministry for Family, Labor and Social Affairs. The application must be submitted in writing using the forms available from the government of Middle Franconia (granting authority) by December 1 of the year before the start of the approval period.
