Procedure details

Studying as a civil servant in the public sector is a good alternative for many students. In addition to the earning potential of over 1,550 euros gross per month during the 3-year course, the crisis-proof and varied job afterwards is also an incentive to choose this career path. Every fall, the police, tax offices, governments, cities, districts, courts, libraries, pension insurance institutions and many other authorities offer study places in the third qualification level (formerly higher service) in the non-technical area of the civil service career path.

The stepping stone to all these positions is the central selection procedure of the Bavarian State Personnel Committee, which is held once a year in October and is generally only valid for the following recruitment year. However, recruitment authorities can - for a limited period until the 2027 recruitment year - also consider applicants in the recruitment process if they have not taken part in the current selection process, but have successfully participated in one of the three previous selection processes.

German language skills, general knowledge and logical, structural and analytical thinking skills are put to the test in a written examination. The school grades from the subjects German, mathematics and a foreign language are also taken into account. The result you achieve in the selection process determines whether you are invited to an interview with the authorities.

Admission to the selection procedure for study places at the University of Applied Sciences for the Civil Service in Bavaria (HföD) is granted to those who

  • is German within the meaning of Art. 116 of the Basic Law or is a citizen of another member state of the European Union or of Iceland, Liechtenstein, Norway or Switzerland on the date of recruitment or is expected to acquire one of the aforementioned citizenships by the date of recruitment at the latest,
  • has already acquired the unrestricted entrance qualification for universities of applied sciences or universities of applied sciences recognized in Bavaria or an educational level recognized as equivalent or general university access via successful further vocational or continuing education examinations (master craftsman's examination or equivalent further vocational training examinations, graduates of technical schools and technical academies) in conjunction with an advisory interview at the HföD (advisory interview at the HföD usually only after an offer of employment, therefore not yet required for participation in the selection procedure) or at another Bavarian university or is expected to acquire it by the recruitment date at the latest and
  • will not yet be 45 years old at the start of the course.

An examination fee is not charged.
Costs for travel, accommodation etc. are to be borne by the participant.

Registration for the selection procedure for study places is probably possible every year from around April to June/beginning of July. The examination is usually held at the beginning/mid-October.

The examination takes place approximately one year before the start of the course.

    If the objection has no suspensive effect, an application for suspension of enforcement can be made to the original authority or the objection authority in accordance with Section 80 (4) VwGO. Instead, an application for an order or restoration of the suspensive effect of the objection can be made to the competent Bavarian Administrative Court in accordance with Section 80 (5) VwGO.

    Please note: If it concerns the demand for public charges and costs (§ 80 Para. 2 Sentence 1 No. 1 VwGO), an application to the court is generally only admissible if the authority has previously rejected an application for suspension of enforcement (§ 80 Para. 6 VwGO).
