Procedure details

According to § 44 AsylG, the federal states are obliged to create and maintain reception facilities. In Bavaria, this is implemented by Art. 2 Para. 1 Reception Act (AufnG) and § 4 Asylum Implementation Ordinance (DVAsyl). On August 1, 2018, the reception facilities were converted into the following ANKERs

  • ANKER Upper Bavaria consisting of the ANKER facility in Manching/Ingolstadt and the accommodation dependencies in Fürstenfeldbruck, Garmisch-Partenkirchen, Ingolstadt, Munich and Waldkraiburg,
  • ANKER Lower Bavaria consisting of the ANKER facility in Deggendorf and the accommodation dependencies in Hengersberg, Osterhofen and Stephansposching,
  • ANKER Upper Palatinate consisting of the ANKER facility in Regensburg and the accommodation branch in Regensburg,
  • ANKER Upper Franconia consisting of the ANKER facility in Bamberg,
  • ANKER Middle Franconia consisting of the ANKER facility in Zirndorf and the accommodation branches in Nuremberg and Zirndorf,

  • ANKER Lower Franconia consisting of the ANKER facility Geldersheim/Niederwerrn,
  • ANKER Swabia consisting of the authority center in Augsburg as well as the accommodation dependencies in Augsburg, Mering, Neu-Ulm and Untermeitingen and Günzburg.

The determination of the ANKER responsible for the reception of a foreigner is based on § 46 AsylG. Responsibility is determined in accordance with this, taking into account certain reception quotas, the availability of free reception places and the responsibilities of the branch offices of the Federal Office for Migration and Refugees with regard to the processing of asylum applications. This is done using the IT-supported EASY distribution system (initial distribution of asylum seekers).
