Employers must apply for a permit from the responsible trade supervisory office at the government before starting a specific activity with biosubstances of protection level 3 or 4.
Activities involving biological agents (bio-substances) can be hazardous to health. Employees who carry out such activities must therefore be given special protection.
Biological agents are microorganisms, cell cultures and endoparasites (parasites that live in humans) - including their genetically modified forms. The term also includes agents associated with TSEs (prions). Biological agents can endanger humans through infections, infection-related acute or chronic diseases, toxin formation or sensitizing effects.
The employer requires a permit from the competent authority before activities of protection level 3 or 4 are undertaken for the first time in laboratories, in laboratory animal husbandry or in biotechnology.
This also applies to health service facilities that are intended for activities at protection level 4.
The permit includes all structural, technical and organizational requirements for the protection of employees and other persons from the hazards of these activities.

The permit must be applied for in writing or electronically at the responsible trade supervisory office.
