Applications for transfer to another administrative district of Bavaria can be submitted to the responsible government through official channels with effect from August 1 of the respective year (start of the school year). The respective valid application deadlines are published in the respective state school gazette of the responsible government).

When deciding on a possible transfer, the government must first and foremost consider staffing requirements. It must ensure that all vocational schools (excluding FOSBOS), primary, secondary and special schools in the administrative district have as comparable a staffing level as possible. This means that an even distribution of teachers across all vocational schools, special schools and school districts must be ensured within the framework of the requirements of class sizes.
The framework conditions for staff allocations are defined to a large extent by the relevant legal requirements and authoritative state parliament resolutions. This also ensures that mothers and fathers or family reunifications are always given preferential treatment and that the social aspirations of the state are taken into account in the best possible way.
In the transfer procedure, only those applicants who are available for employment (full or part-time) in the receiving administrative district or school district from the beginning of the coming school year can be transferred.
The direct application procedure is a supplement to the general transfer procedure and offers teachers in the respective government districts concerned the opportunity to apply directly for a vacant position at a specific school. The governments advertise specific school-related positions for teachers with a teaching qualification at primary, secondary or special schools, for which direct applications are also possible across government districts. The exact details of the procedure are published in the respective school gazettes.
Only teachers who are already in a permanent employment relationship (civil servant or permanent employment contract) can apply for a transfer.
