The public water supply is a task of general interest (Section 50 (1) of the Water Resources Act) and is a mandatory task of the municipalities in Bavaria within their own sphere of activity (Art. 57 (2) of the Municipal Code).
The municipalities and special-purpose associations regulate the scope of their supply area and the amount of water supply contributions and charges by means of bylaws. As a rule, there is an obligation to connect and use water in the supply areas.

The operator must notify the public health department of the construction, commissioning, decommissioning, structural and operational changes or the transfer of ownership or right of use of the water supply system to another person.
