The public water supply is a task of general interest (Section 50 (1) of the Water Resources Act) and is a mandatory task of the municipalities in Bavaria within their own sphere of activity (Art. 57 (2) of the Municipal Code).

The municipalities and special-purpose associations regulate the scope of their supply area and the amount of water supply contributions and charges by means of bylaws. As a rule, there is an obligation to connect and use water in the supply areas.
