Procedure details

Purpose

Appropriate measures are to be taken to inform the population about the dangers of the immunodeficiency disease AIDS, about infection routes and about how to avoid infection with the HI virus. Special attention should be paid to high-risk groups.

Appropriate information should prevent stigmatization and exclusion of those affected.

Object

Funding is provided for psychosocial AIDS counseling centers as well as targeted projects for the prevention of the immunodeficiency disease AIDS and further training measures for specialist staff and volunteers in AIDS work.

Recipients of funding

The associations of independent welfare organizations and their affiliated organizations are eligible to apply, insofar as they are responsible for psychosocial AIDS counselling centres and other institutions, insofar as they are responsible for projects and measures.

Depending on the object of the funding, personnel and/or material expenses can be funded.

Type and scope

Within the framework of project funding, grants are awarded in the form of fixed-amount funding (flat-rate funding) or grants in the form of pro rata funding, depending on the object of the funding.

For projects for the prevention of the immunodeficiency disease AIDS, the grant amounts to up to 80% of the eligible expenditure.

The project sponsor must provide an own contribution as prescribed by budgetary law.

Essential funding requirements:

Submission of applications

Applications must be submitted to the government responsible for the location of the measure.

Approval

The governments are responsible for approval. The governments submit applications for initial funding to the State Ministry for Health, Care and Prevention for a decision after checking the basic eligibility for funding. The approval period is the calendar year.

Initial applications for funding under Nos. 1 and 2 of the guidelines must be submitted to the granting authority by no later than November 15 of the year preceding the funding period applied for. Initial applications for funding under No. 3 must be submitted in a bundle by November 15 of the year preceding the funding period applied for at the latest.

Funding applications for the continuation of existing measures and projects (follow-up applications) must be submitted to the granting authority by December 31 of the year preceding the funding period applied for.

Funding is provided without legal entitlement within the scope of available budget funds.
