As a rule, only persons who are in possession of an explosives permit or a certificate of competence are allowed to handle explosive substances.

Activities in connection with explosive substances have a high potential for danger. The aim of the Explosives Act is to protect people and property from these dangers. Improper handling by persons without specialist knowledge as well as misuse or accidents caused by disregarding safety regulations should be prevented.
