The Free State of Bavaria supports the creation of additional places in educational and childcare facilities for children of primary school age that meet the legal requirements.

The purpose of the funding is to create additional places in all-day education and childcare facilities for children of primary school age in Bavaria in order to be able to provide a needs-based offer for this age group.

Local authorities
The financial assistance is granted for additional investment measures by the municipalities/municipal associations or the municipal school expenditure providers of public schools and the providers of state-approved and state-recognized alternative schools as well as private, non-profit recognized or public providers of integration assistance and recognized providers of independent youth welfare services for the quantitative expansion of all-day education and care services for children of primary school age.
The funding is granted as a subsidy.
The type of funding is project funding.
The funding period covers the entire duration of the project.
The grant for investments is provided either by way of fixed-amount funding in the form of a lump sum of €6,000 for each additional place in addition to the basic funding or, without the use of basic funding, exclusively by way of pro rata funding in the amount of up to 70% of the eligible expenditure (booster funding).
The grant for the acquisition of land is provided by way of pro rata funding of up to 70% of the eligible expenditure in accordance with cost group 100 as per DIN 276.2018-12. In the case of a mixed-use property, the grant is provided pro rata in accordance with the proportion of use for the all-day school.
The grant for equipment is provided in the form of fixed-amount funding in the form of a lump sum of up to €1,500 per place, whereby the funding rate is a maximum of 70% of the eligible expenditure in accordance with the actual expenditure, according to cost groups 500 and 610 to 630 in accordance with DIN 276:2018-12.
Funding is provided for eligible expenditure for investments to create additional childcare places for children of primary school age. This applies to child and youth welfare services, integration assistance and services under school supervision that meet the legal entitlement to an all-day education and care service from August 1, 2026 in accordance with Art. 1 of the All-Day Support Act (GaFöG). An all-day offer comprises 8 hours each working day - including lesson times. Additional childcare places are those that are either newly created or that are retained and would be lost without replacement without maintenance measures. In addition, investments in equipment are funded - for new or existing places.
Measures that are started from October 12, 2021 and completed by December 31, 2029 are eligible for funding.
Subject to the exceptions under No. 5.1 of the guideline, the prerequisite for funding is that the building investment is eligible for funding in principle under the BayFAG, the BaySchFG or the guidelines for investment funding for educational support facilities and assistance for disabled minors.
In the case of dual use of school buildings, smaller investment measures to create additional places that do not meet the requirements for funding under Art. 10 BayFAG are also eligible for funding.
Measures to create places for schoolchildren in facilities in accordance with Art. 2 BayKiBiG can also be funded if their finally determined allocable expenditure exceeds €50,000.
In principle, eligibility for funding is not required for the purchase of land and the funding of investments in equipment.
Eligible applicants are
If a measure is carried out by a non-profit or other provider (this does not include providers of state-approved and state-recognized alternative schools and private, non-profit and public providers of integration assistance as well as recognized providers of independent youth welfare) and the municipality contributes to the construction or acquisition costs with a grant, the municipality receives a subsidy.
An application in accordance with the template in Annex 1 of the guideline is required for funding under this guideline (see under "Forms"). The application must be submitted to the locally responsible district government. The application can and should always be submitted in conjunction with the application for basic funding in accordance with BayFAG or BaySchFG. Additional information must be provided with the application (a supplementary sheet is available for this purpose). Proof of use must be submitted to the locally responsible district government within six months of fulfilling the purpose of the grant, but no later than six months after the end of the approval period, using the template in Annex 2 of the guidelines. Contact persons for specific questions regarding the respective funding are the locally responsible district governments as the granting authorities.
The application must be submitted by June 30, 2028. Applications for funding must be submitted to the locally responsible district government by the end of June 30, 2028 at the latest.
The legal entitlement to all-day care for children of primary school age will be introduced in stages and will first come into force in the 2026/2027 school year for children in Year 1. From the 2029/2030 school year, this will apply to all children of primary school age. The federal legal basis for the introduction of the legal entitlement can be found in the All-Day Support Act (GaFöG). It is therefore to be expected that the need for all-day childcare for children of primary school age will increase and that additional childcare places will have to be created.
Federal funds will be made available for the corresponding spatial expansion of all-day care facilities that meet legal requirements. The state funding program is generally based on the regular funding under the BayFAG, the BaySchFG and the guidelines for investment funding for educational assistance facilities and assistance for disabled minors.
Upon application, the Free State grants subsidies for municipal construction measures on public school buildings and school sports facilities if they have been approved by the school authorities.
