Procedure details

Purpose

Grants are awarded to promote measures to activate the educational and training potential of young people, which are provided for in Priority 1 of the Bavaria ESF+ 2021 to 2027 - Working and Living in Bavaria - Future Opportunities for Europe program.

Object

Secondary school pupils with significant learning and performance deficits are to be given tailored support in practical classes in order to acquire the prerequisites for obtaining a school-leaving certificate and to achieve a school or vocational connection in order to meet the requirements of the training and labor market.

Recipients of funding

The school authorities of public or state-recognized schools are eligible to apply.

Eligible costs

Eligible for funding from the ESF+ are the necessary personnel and material expenses of the project sponsor that can be specifically allocated to the funded project, less project-related income.

Type and amount

The funding amounts to a maximum of EUR 36,000.00 per school year and is granted as shortfall funding.

  • The project period runs from September 1 of the year in which the project begins to August 31 of the following year.
  • During the project period, there must be a practical class at the school in accordance with school regulations.
    • Following a decision by the relevant local state education authority and taking into account the educational assessment by the school, pupils who can be guided to a positive learning and working attitude through specific support with a high proportion of work-related practice are generally accepted into a practical class in their ninth year of school attendance.
    • Teaching is carried out by a teacher in accordance with the timetable for the practical classes.
    • Practical days are planned for the practical classes in accordance with the timetable.
    • Socio-educational support is provided by a suitable member of staff, careers guidance on the basis of §§ 30 and 33 SGB III.
    • There must be at least 13 pupils in a practical class (the cut-off date for determining the number of participants is October 1 of the year in which the approval period begins).
    • Falling below the minimum number of pupils on the relevant cut-off date (October 1) is not detrimental to funding if the locally responsible state education authority permits a shortfall.
  • There must be a labor market policy, social policy or regional requirement. The existence of this requirement must be proven by a statement from the locally responsible state education authority. In the case of state schools, this requirement is deemed to have been met if the state education authority is involved in setting up the classes. Funding is excluded for projects that receive grants from the European Social Fund Plus (ESF+) or other EU programs (multiple funding).

The application must be completed using the forms provided and submitted electronically via the "ESF Bavaria 2021" IT system (see online procedure).

The required attachments must be uploaded to the "ESF Bavaria 2021" IT system.

To monitor the funding, statistical data and information about the project and the participants must be recorded in the ESF Bavaria 2021 database and made available to the funding provider or the third party commissioned by the funding provider.

Unless expressly stipulated otherwise, funding will be paid out in accordance with Article 91 (3) of Regulation (EU) 2021/1060 on the basis of the reimbursement principle. This means that only the expenditure actually incurred can be reimbursed, as evidenced by receipted invoices or equivalent accounting documents, unless a flat-rate approach is provided for in accordance with No. 1.5.2. Payments will be made after verification of the proof of use.

The Government of Lower Bavaria (Sg. Z3) is responsible for disbursements.

The State Ministry of Education and Cultural Affairs (StMUK) makes the basic decision on funding and determines the amount of funding.

Applications for funding must generally be submitted up to 4 weeks before the start of the approval period; in the case of projects for which the early start of the measure is deemed to have been approved, by October 31.

Proof of use must be submitted by January 31 of the year following the approval period.
