In order to be able to participate in the assessment and verification of the constancy of performance of construction products within the framework of CE marking, independent third-party bodies (testing laboratories and certification bodies) require notification.

The Construction Products Regulation (CPR) requires notification for bodies that are authorized to perform the tasks of an independent third party for the assessment and verification of constancy of performance.
Two versions of the Construction Products Regulation are currently valid in parallel:
In principle, the version of the CPR under which the harmonized standard, the legal act or the EAD was published in the Official Journal of the EU applies.
Notified bodies can therefore be notified for activities under both the CPR 2011 and the CPR 2024.

The most important requirements for notified bodies include impartiality, the absence of conflicts of interest, technical competence, sufficient experience and suitable premises and technical equipment.
The requirements are regulated in detail in Article 46 of Regulation (EU) 2024/3110.
The prerequisite for notification is accreditation by the Deutsche Akkreditierungsstelle GmbH (DAkkS). As part of this procedure, DAkkS checks in particular whether the body fulfills the specific requirements of the Construction Products Regulation and confirms this in the associated documents for the accreditation procedure. The DAkkS and the DIBt have drawn up special rules for this. Therefore, when applying for accreditation, please state explicitly that you are seeking notification in accordance with the Construction Products Regulation.
Submit the accreditation notification(s), the accreditation certificate(s) including annex(es) together with the completed application form(s) to DIBt.
If the requirements and conditions for an activity as an independent third party are fulfilled, DIBt issues a corresponding notification and notifies the body to the European Commission and the other EU Member States.
As impartial third-party bodies, testing, inspection and certification bodies help to ensure that construction products meet the requirements and can be used safely. Recognition is required in order to operate as such.
