Object

The cross-sectional tasks of the recognized care associations include providing information on care law issues, powers of attorney, care directives and living wills, recruiting, advising and training volunteer caregivers and supporting caregivers and authorized representatives in their tasks.

This can be achieved, for example, by

  • Conducting training courses and specialist lectures, organizing events for exchange between volunteers or creating and distributing flyers

The recognized care associations are entitled to a needs-based financial allocation of public funds to carry out their cross-sectional tasks. The financial resources are provided in the form of state subsidies according to a population key per district/city.

Recipients of funding

Eligible applicants are Bavarian care associations recognized in accordance with Art. 4 of the Bavarian Act on the Implementation of Care Law Regulations (BayAGBtG) in conjunction with § 14 of the Care Organization Act (BtOG).

A transitional period until 31.12.2024 applies to previously recognized care associations within Bavaria that do not yet meet the recognition requirements according to Art. 4 BayAGBtG that have been in force since 01.01.2023.

Eligible costs

Eligible costs are the necessary personnel and material expenses for the fulfillment of the legally defined cross-sectional tasks.

Type and amount

The state grants are awarded as fixed-amount funding to the following extent:

Personnel expenses

In the case of personnel expenditure, funding is provided for expenditure on suitable specialist staff and administrative staff to perform the cross-sectional tasks.

A maximum of one full specialist position and one quarter of an administrative position per 100,000 adult inhabitants is eligible for funding per administrative district or independent city (local authority).

The maximum grant per local authority is divided equally between the eligible care associations of the local authority. The care associations of a local authority may agree a different distribution formula.

Material expenditure

The following material expenses for the performance of cross-sectional tasks are eligible for funding:

  • Premises costs
  • Hardware and software for electronic data processing, for central information and communication services and for office machines
  • office supplies
  • insurance
  • Connection and usage costs for telecommunications and Internet as well as postage
  • Travel expenses for specialists
  • Expenses for public relations work and events, including room rental and training materials
  • Training, further training and supervision costs including travel expenses

The subsidy for material expenses is granted in the form of a lump sum for material costs per subsidized specialist position.

The above-mentioned tasks are funded in accordance with the Bavarian Budget Code (BayHO) if, among other things, the following requirements are met:

  • The guardianship association must have been recognized as such by its locally responsible district government within the framework of a recognition procedure.
  • For recognized guardianship associations that are affiliated with an umbrella organization of the Freie Wohlfahrtspflege, the application must be submitted via the respective umbrella organization. For guardianship associations that are not affiliated with an umbrella organization of the Freie Wohlfahrtspflege, direct application to the government of Middle Franconia is required.
  • The prerequisite is the fulfillment of cross-sectional tasks.
  • When submitting an application, reference must be made to any other funding sources (amount and type of funding). The applications must therefore be submitted to the districts and independent cities that are primarily affected by the activities of the care associations to be funded by the state before the application is submitted.
  • The contribution of at least 10% of own funds is required.

The state subsidy is granted upon application by the care association.

The application must be submitted in writing to the respective independent city or district and is then forwarded by the local authority to the government of Middle Franconia together with the applications of the other care associations.
