Anyone who drills a borehole, builds a well or carries out other work that penetrates so deeply into the ground that it could affect the groundwater must notify the relevant district administrative authority.

The obligation to notify is generally incumbent on the building owner. If the client commissions a drilling company, the latter must inform the district administrative authority.

The notification is reviewed by the responsible district administrative authority, if necessary with the involvement of the water management authority.
