Procedure details

The driving aptitude seminar within the meaning of Section 4a of the Road Traffic Act (StVG) consists of a traffic education and a traffic psychology sub-measure. The sub-measures must be coordinated through mutual information between the respective seminar instructors.

The traffic education sub-measure is aimed at imparting knowledge about risk behavior, improving risk awareness, encouraging self-reflection and developing behavioral variants and comprises two modules.

There is a framework curriculum for the implementation of the traffic education part of the driving aptitude seminar (Annex 16 of the Driving License Ordinance). This contains teaching and learning objectives, teaching and learning content, teaching and learning methods and media/materials to be used.

In addition to the teaching and learning methods and media listed there, methods and media that guarantee the same learning success may also be used.

The evaluation of alternative teaching and learning methods or media is the responsibility of the government of the Upper Palatinate.

The suitability of alternative teaching and learning methods or media for the traffic education sub-measure is determined if the concept presented guarantees the same learning success.

The application must be submitted to the Government of Upper Palatinate in writing or electronically (by e-mail).

To assess the suitability of the methods and media, the Government of Upper Palatinate may obtain an independent scientific opinion from a body suitable for the assessment.

If the requirements are met, the suitability of the methods and media will be determined in the form of a decision.

The other governments and the district administrative authorities will receive a copy of the decision.

Fees and expenses are charged in accordance with the German Road Traffic Fee Regulations (GebOSt).
