Procedure details

Purpose

The grant is awarded in particular for structural improvement, to improve transport links, for regional development, for safety in air traffic and for the sustainable further development of air traffic.

Object

The grant is intended to finance investments in infrastructure and equipment required for the handling of air traffic at the landing site.

Eligible costs

Determination of eligible expenditure on the basis of the current version of DIN 276.

Eligible investments include in particular

  • Construction and renewal of paved and unpaved airfield operating areas (e.g. runways, taxiways, safety strips, aprons);
  • Fixed installations for air traffic control (e.g. control tower);
  • Lighting systems (e.g. runway lighting, approach lighting);
  • Aerodrome buildings (e.g. terminal buildings, hangars for aerodrome vehicles and equipment);
  • airfield fencing;
  • airfield-related facilities for access and for supply and disposal (e.g. refueling facilities, refueling and charging infrastructure for electric and hydrogen-based flying, including photovoltaic systems required for this purpose);
  • technical facilities for carrying out instrument-based approach and take-off procedures as well as weather service facilities and comparable technical equipment;
  • fire-fighting vehicles, snow clearing equipment and comparable operating equipment.

Type and amount

The funding is granted in the form of pro rata financing/capital participation.
The type of grant is a project grant.
The funding period covers the entire duration of the project.

The funding is provided in the form of a grant. The funding rate is generally 40% of the eligible expenditure.

Grants can only be awarded for investments in landing sites

  • which have been approved in accordance with § 6 of the Air Traffic Act (LuftVG),
  • for which, if necessary, a certificate or exemption has been granted in accordance with § 10a LuftVG,
  • whose average annual passenger volume is up to 200,000 passengers,
  • which are open to all potential users and
  • are priority landing sites.

Investments can also be funded at airfields that are not priority airfields according to the Bavarian State Development Program if the investment contributes to the sustainable development of air traffic (e.g. refuelling and charging infrastructure for electric and hydrogen-based flying).

Recipients of funding are holders of a permit under aviation law for priority landing sites.

Exclusion criteria:

According to Art. 1 (4) (a) GBER, the grant may only be awarded if the recipient has not received or complied with a recovery order issued on the basis of an earlier Commission decision declaring aid granted by a German body to be unlawful and incompatible with the internal market.
