With the LEADER program, the Bavarian State Ministry of Food, Agriculture, Forestry & Tourism supports rural regions according to the motto "Citizens shape their home". LEADER promotes innovative projects that contribute to strengthening rural areas.
This form can be submitted electronically (e.g. via a secure contact form using your user account with login via the electronic ID function or the ELSTER certificate) or handwritten and signed in paper form to the responsible authority.
LEADER requires the formation of Local Action Groups (LAGs) and promotes the implementation of local development strategies.
Funding is provided for individual projects, cross-regional or transnational cooperation between LAGs and LAG management.
All applicants with a legal personality (excluding public authorities) are eligible to apply.
Funding is available for expenditure on investment and non-investment projects.
LEADER funding is provided as a grant (project funding).
The funding rate is between 30% and 70% of the eligible costs, depending on the type of project and the geographical funding area.
Grants can only be approved if the respective project has not yet begun.
Application
Each project must first be submitted to the LAG for evaluation in the project selection procedure.
The funding application must then be entered online in iBALIS and completed in full.
Applications for funding can only be submitted until 31.12.2027, unless the 6-month deadline according to the LAG decision applies earlier anyway.
The Bavarian State Ministry of Food, Agriculture, Forestry and Tourism is responsible for the implementation of LEADER in Bavaria.
The LEADER coordinators at nine Offices for Food, Agriculture and Forestry (AELF) are responsible for providing advice, information and coordination for LEADER.
