Purpose

The Free State of Bavaria grants project-related subsidies to districts and municipalities for the construction or expansion of municipal roads. The aim is to improve traffic conditions and increase road safety.

Object

Eligible for funding are the construction or expansion of

  • important inner-city roads with the exception of service and access roads
  • feeder roads to the supra-local traffic network,
  • inter-urban roads,
  • independent footpaths and cycle paths, public field and forest paths with significance for bicycle traffic,
  • special lanes for buses,
  • roads in connection with the decommissioning of railroad lines,
  • intelligent roadside traffic systems to increase the safety and ease of traffic,
  • public transfer facilities on roads to reduce motorized private transport,
  • public traffic areas for freight traffic centers designated in development plans, including the associated municipal development facilities located in these traffic areas in accordance with Sections 127 and 128 of the German Building Code (BauGB)

under the responsibility of municipalities or districts as well as

  • dependent footpaths on federal, state and district roads,
  • dependent cycle paths on state and district roads

in local thoroughfares for which the municipalities are not responsible for the construction of the roadways; irrespective of the construction responsibility, projects under letters e and f can also be funded if they are carried out by independent municipal companies under public law or municipal companies in private legal form.

Recipients of grants

Grants can be awarded to rural districts, municipalities and municipal associations, provided that they are responsible for the construction of the eligible roads.

Please refer to No. 6 of the Guidelines for Grants of the Free State of Bavaria for Road and Bridge Construction Projects of Local Authorities (RZStra).

Type and amount

The funding is granted as a subsidy.

The type of grant is a project grant.

Proportional or fixed-amount funding is granted in relation to the eligible costs. The amount of funding is determined in accordance with No. 7 RZStra.

  • Due to the applicant's financial resources, the project can only be realized if government grants are awarded.
  • The remaining financing of the project or a construction phase with its own traffic significance must be guaranteed.
  • The type and scope of the project must be urgently required to improve traffic conditions.
  • The requirements of regional and state planning must be taken into account and the other legal requirements must be met.
  • The project must be planned in such a way that it is structurally and traffic-technically sound, preserves the natural environment, the landscape and land as far as possible and takes into account the principle of economic efficiency and economy.
  • The needs of people with disabilities or restricted mobility must be taken into account.
  • The project must be coordinated in advance with related urban development plans and measures.
  • The project must be provided for in a land use plan, a general transportation plan or an equivalent plan for the assessment.
  • Funding from BayGVFG funds is only possible if the eligible costs exceed the de minimis limit of EUR 100,000, more than EUR 50,000 for independent footpaths and cycle paths that are important for traffic and EUR 25,000 for public field and forest paths that are important for cycling. There are no de minimis limits for interchanges and crossing measures in accordance with the Railway Crossings Act.
  • The funding contingent for new projects to be included in the BayGVFG program is limited. Inclusion in the program does not constitute a legal entitlement to funding within a certain period of time. If demand exceeds this quota, priorities are set by the individual governments.

"Expansion" means a structural change to existing traffic routes in terms of location, cross-section or load-bearing capacity that is urgently required to improve traffic conditions.
