The local public transport authorities receive allocations from the governments for local public transport purposes.
This form can be submitted electronically (e.g. via a secure contact form using your user account with login via the electronic ID function or the ELSTER certificate) or handwritten and signed in paper form to the responsible authority.
The planning, organization and provision of general local public transport is a voluntary task of the administrative districts and independent municipalities within their own sphere of influence. They carry out these tasks within the limits of their capacity. The Free State of Bavaria supports the local public transport authorities in their efforts within the framework of the local public transport allocations.
The allocations are intended for the purposes of general local public transport. They can therefore be used comprehensively.
Funding is provided to local public transport authorities in accordance with the Bavarian Local Public Transport Act (BayÖPNVG), generally the administrative districts and independent cities.
In particular, investments and local transport planning are also compatible with the purposes specified in Art. 27 BayÖPNVG, as are organizational expenses to a lesser extent.
Funding is provided within the framework of project funding as fixed-amount funding. The amount of the local public transport allocations is determined in the budget in accordance with the approval. The amount and distribution of the local public transport allocations for the individual public transport authorities is determined annually in accordance with Section 2 (1) of the Ordinance on Financial Assistance for General Local Public Transport (FinÖPNVV) and is set out in the annex to this ordinance. The distribution also takes into account whether and to what quality a local public transport service is available.
Local public transport allocations are granted for the purposes of and to improve general local public transport (Art. 27 BayÖPNVG).
Payment of the remaining amount is only made if the responsible body has submitted the required documents via the online portal by August 1 of each year at the latest.
Municipal financial equalization covers a large part of the financial relationships between the Free State of Bavaria and its municipalities (municipalities, rural districts and districts) as well as between the municipalities themselves.
The Free State of Bavaria promotes measures to improve local public transportation.
The Free State of Bavaria grants subsidies in accordance with Art. 13c Para. 2 BayFAG for the construction or expansion of transport facilities for general local public transport (ÖPNV) and S-\Bahnen, insofar as this is also eligible for funding under BayGVFG/GVFG.
