Purpose

Grants under this guideline are awarded to support measures to activate the educational and training potential of young people provided for in Priority 1 of the Bavaria ESF+ 2021 to 2027 - Working and Living in Bavaria - Future Opportunities for Europe program.

The BVJ "Neustart" classes are intended to unlock the educational and training potential of these young people and young adults who, without special support, would most likely not achieve a school-leaving qualification or training qualification or would achieve one that is below their potential.

Object

Funding is provided for the establishment of BVJ "Neustart" classes at vocational schools and vocational schools for special educational support in accordance with No. 1.2 of the funding guideline.

Recipients of funding

Applications may be submitted by providers of school expenses at public or state-recognized vocational schools, including those providing special educational support.

Eligible costs

Only the expenses listed below are eligible for funding:

  • Remuneration for in-house and external staff directly attributable to the project - Teaching staff (cost item 1.1)
  • Educational and support staff (excluding teachers) provided by third parties (cost item 1.2)
  • Educational and support staff (excluding teachers) from own funds (cost item 1.3)
  • Residual costs (cost item 5)

Type and amount

Up to EUR 80,000 will be granted as shortfall funding. Funding of up to 72,000 euros is provided from ESF+ funds and up to 8,000 euros from Bavarian state funds.

  • The project period runs from September 1 of the year in which the project begins to August 31 of the following year.
  • During the project period, there must be a BVJ "Neustart" class at the vocational school in accordance with school regulations.
  • There must be a labor market policy, social policy or regional requirement. The existence of this requirement must be documented by a statement from the local government responsible for school supervision. In the case of state schools, this requirement is deemed to have been met if the government is involved in setting up the classes.
  • A BVJ "Neustart" class can accept young people who are required to attend vocational school and have no training place (JoA) and young adults without a training place with particular personal problems and a lack of vocational or other alternatives. Project participants are selected in close consultation with the schools previously visited and should involve the regional actors of the youth employment agency (usually consisting of the employment agency, job center and youth welfare services). Student acquisition is supplemented by outreach social work.
  • At least 8 pupils are required to form the class. A shortfall on the relevant cut-off date (October 20) is not detrimental to support if the government responsible as the school supervisory authority permits a shortfall.
  • The BVJ "Neustart" takes place at the vocational school (also vocational school for special educational support) in close and regular coordination with a cooperation partner and/or with the school's own staff.
  • The vocational school contributes 26 teacher hours per week per class, some of which can also be used for group divisions.
  • The school expenditure provider or the cooperation partner commissioned by it
    • contributes at least 15 teaching hours per week and BVJ "Neustart" class (45 minutes each) with target group-related offers and measures for vocational preparation (including company internships) on the basis of the valid curriculum for vocational preparation. The scope and content of the offer is determined according to the requirements of the pupils. It is possible to organize the offers flexibly in terms of time (e.g. blocking internships).
    • draws up a socio-educational support concept that also includes outreach social work.
    • organizes and finances at least one school activity per class to promote the class community with a suitable (e.g. experiential education) programme. The design is based on the specifications of the respective KMS for vocational preparation at general vocational schools and the framework conditions of the cooperative classes for vocational preparation.
    • Within the framework of this concept, the school provides intensive socio-educational support for young people and young adults (including outreach social work and group or class-related activities as part of lessons) in close coordination with the vocational school for at least 24 hours (60 minutes each) per week. For the above-mentioned socio-educational support, the school can deploy its own staff or suitably qualified staff from a third party ("cooperation partner").
  • Funding is excluded for projects that receive grants from other sources (e.g. the federal government or the European Union). Double funding is not permitted.

The application must be completed using the forms provided for this purpose and submitted electronically to the Government of Lower Bavaria, SG 13 (ESF Implementation Office), Regierungsplatz 540, 84028 Landshut, via the "ESF Bavaria 2021" IT system (see online procedure).

The required attachments must be uploaded to the "ESF Bavaria 2021" IT system.

The funding recipient must observe the relevant information and guidelines on funding. They are available at the following link: BVJ "Neustart" classes at vocational schools (Action 9).

In order to monitor the funding, statistical data and information on the project and the participants must be recorded in the ESF Bavaria 2021 database and made available to the funding provider or the third party commissioned by the funding provider.

Unless expressly stipulated otherwise, funding is paid out in accordance with Article 91 (3) of Regulation (EU) 2021/1060 on the basis of the reimbursement principle. This means that only the expenditure actually incurred can be reimbursed, as evidenced by receipted invoices or equivalent accounting documents, unless a flat-rate approach is provided for in accordance with No. 1.5.2. Payments will be made after verification of the proof of use.

The Government of Lower Bavaria (Sg. Z3) is responsible for disbursements.

The State Ministry of Education and Cultural Affairs (StMUK) makes the basic decision on funding and determines the amount of funding.

Applications for funding must generally be submitted up to 4 weeks before the start of the approval period; in the case of projects for which the early start of the measure is deemed to have been approved, by October 31.

Proof of use must be submitted by January 31 of the year following the approval period.
