The governments are primarily responsible for implementing the Bavarian Biodiversity Strategy. They provide advice to project sponsors, local authorities and volunteers, initiate new projects, design and provide technical support.
The term biodiversity describes the diversity of landscapes and habitats, the diversity of species and genetic diversity within species as well as the interrelationships between biotic communities. The preservation of this diversity in Bavaria is the focus of the Bavarian Biodiversity Strategy.
On April 1, 2008, the Bavarian Council of Ministers adopted a strategy for the conservation of biological diversity in Bavaria (Bavarian Biodiversity Strategy) under the motto "Nature.Diversity.Bavaria." was adopted. The decision was made in close cooperation with affected associations and institutions, land users and landowners.
The Bavarian Biodiversity Strategy is a concept that for the first time formulates concrete targets for all areas of nature conservation in Bavaria, which are supported by all departments of the Bavarian administration.

However, the conservation of biodiversity in Bavaria can only succeed if the measures that have already been initiated are consistently pursued and intensified.
In order to continue this process and specify its objectives, the cross-departmental program "NaturVielfalt Bayern - Biodiversity Program Bavaria 2030" was adopted by the Council of Ministers in July 2014. To this end, all ministries have submitted proposals on how they intend to strengthen the protection of biodiversity within their areas of responsibility.
In order to secure biodiversity in Bavaria in the long term, special species support programs for animals and plants as well as projects to protect valuable habitats are being implemented in all administrative districts. In order to ensure the closest possible cooperation between all those involved, biodiversity officers have been appointed in all governments to advise project sponsors, local authorities and volunteers and to initiate, design and provide technical support for new projects.
The Blühpakt advisors primarily support the blooming municipalities in the "Starterkit - blooming municipalities" project in the creation and development of insect-friendly areas in order to strengthen the diversity of native insects in Bavaria.
