With an inspection permit, you can carry out your activities as an inspector of aviation equipment (PvL). The inspection permit for PvL is a prerequisite if you wish to carry out inspection tasks and inspection activities in connection with the traffic and operational safety of aircraft.

If you do not yet have a class 4 PvL test license, you can apply for one from the Federal Aviation Office.

If you already have an inspection license for class 4 PvL, you have the following application options for the existing inspection license at the LBA:

Renewal,
extension of validity,
additional authorizations,
Deletion of restrictions,
duplicate (notification of loss),
name and address changes.

If you already have an inspection permit, you can submit several applications at the same time. To apply, you must submit personal details to the LBA and meet certain requirements. These vary depending on the reason for the application.

You must meet the following requirements to be able to apply for an initial issue or change of an inspection permit for PvL:

You are a natural person from Germany, an EU country or a third country.
You are of legal age, i.e. capable of acting, have full legal capacity and are criminally liable.
You are reliable in accordance with the Aviation Security Act.
You have reached the minimum age at the time of application (21 years).
There must be no criminal proceedings against you.
You have passed all relevant theoretical and practical examinations.

In the case of an application for the initial issue of an inspection license for PvL:

- Proof of vocational training or proof that the vocational training has been replaced

To apply for the initial issue or amendment of an inspection permit for inspectors of aeronautical equipment (PvL), you can use the online service or send the relevant forms to the LBA by post or fax.

Online application:

Go to the federal portal verwaltung.bund.de and complete the online application.
You can upload your documents directly.
Alternatively, you can send the documents to the Luftfahrt-Bundesamt (LBA) by fax or post and submit the application online.
- If you would like to provide the original (paper document) for the proof of good repute, the extract from the driving aptitude register and the police clearance certificate, you are obliged to send the original documents to the Federal Aviation Office by post after submitting the online application.
- In certain cases, the original of your previous PvL license must also be sent to the Luftfahrt-Bundesamt.
The Luftfahrt-Bundesamt will check your application.
You will receive a decision and a fee notice.

The fee for the initial issue or amendment of the inspection permit for PvL depends on the application service. The Aviation Administration Cost Ordinance (LuftkostV) provides information on the exact amounts. You will receive a notification with a QR code for payment.
Fee: EUR 35 - EUR 600

The validity of the inspection license for inspectors of aviation equipment (PvL) is 5 years.

The original (new) inspection permit for inspectors of aviation equipment (PvL) is usually issued within 1 to 3 months of the application being submitted. (1 to 3 months)
