Districts can transfer individual waste disposal tasks to the municipalities belonging to the district. The municipalities belonging to the district support the district in carrying out recycling measures on their territory.
The administrative districts may transfer individual waste disposal tasks to the municipalities belonging to the district or their associations with their consent by statutory order if proper waste disposal is guaranteed and the provisions of the waste management plan do not conflict with this. The district can transfer the collection, transportation and disposal of organic waste in consultation with the municipalities belonging to the district or their associations; at the request of municipalities belonging to the district or their associations, the district should transfer these tasks.
The municipalities belonging to the district shall support the district in carrying out utilization measures on their territory. In particular, they shall provide land, facilities and personnel for the collection of recyclable waste. Before determining such measures, the district must give the municipalities belonging to the district the opportunity to comment. The costs for the services of the municipalities belonging to the district shall be borne by the district.
