Seminar Permit for Advanced Seminars for New Drivers (ASF)

If you are a driving instructor and wish to conduct advanced seminars for novice drivers, you will need a seminar license (ASF Seminar License).

The training for ASF seminar instructors consists of a basic course focusing on an introduction to facilitation techniques, followed by a program-specific course covering the content and objectives of an advanced seminar for novice drivers (ASF).
The basic course applies equally to both ASF and FES and, accordingly, need only be taken once. For the subsequent advanced seminar, both driving school owners and driving instructors must hold a seminar license in accordance with § 45 of the Driving Instructor Act (FahrlG).

The seminar license may only be used in conjunction with a driving school license or as part of an employment relationship with a driving school where the owner or responsible manager of the training facility also holds a seminar license.

Every 2 years, you must attend a continuing education course in accordance with § 45(1) of the Driving Instructor Act (FahrlG). There, you must participate in a 1-day continuing education course consisting of at least 8 instructional units of 45 minutes each, during which the content and methods of conducting the seminar are taught.

If you, as a driving instructor, wish to conduct advanced seminars for the traffic education component of the Driver Aptitude Seminar (FES), you must obtain a seminar license (FES Traffic Education Seminar License).

The training for FES seminar leaders aimed at reducing the number of points on a driver’s license at the Federal Motor Transport Authority in Flensburg consists of a basic course, an advanced course, an observation period, and the independent conduct of a traffic education component of the Driver Fitness Seminar.

The basic course applies equally to both ASF and FES and, accordingly, need only be taken once. The advanced course is structured around the content of the traffic education component of the Driver Fitness Seminar.

The seminar license may only be used in conjunction with a driving school license or as part of an employment relationship with a driving school where the owner or responsible manager of the training facility also holds a seminar license.

  • you have successfully completed an instructor training course within the last two years, which includes a four-day basic course and a four-day program-specific course on conducting the advanced seminar in accordance with Section 2a, Paragraph 2, Sentence 1, Item 1 of the Road Traffic Act.
  • be employed by a driving school. The owner or the person in charge of the training facility must also hold a license to conduct the advanced seminar.

  • The following documents are required:
    • Class BE and A driving instructor's license
    • Proof that you have given theoretical and practical instruction to learner drivers on a full-time basis for at least three years within the last five years (a written declaration from the employer(s) must be submitted here).
    • Extended certificate of good conduct for the licensing authority according to § 30 a BZRG (must not be older than 3 months at the time of application, see applications)
    • For ASF seminar permits: Certificate from a body recognized by the competent supreme state authority that you have taken part in an instruction course within the last two years before submitting the application, consisting of a
      • four-day basic course
      • four-day program-specific course for the implementation of the ASF
    • for FES seminar permit: certificate from a body recognized by the competent supreme state authority that you have taken part in an instruction course within the last two years before submitting the application, consisting of a:
      • four-day basic traffic education course
      • a four-day course on the content of the partial traffic education measure of the FES
      • Observation of a complete partial traffic education measure of the FES
      • own implementation of a complete partial traffic education measure of the FES, supervised by the course management
