The Free State of Bavaria and the Bavarian districts grant subsidies for outpatient assistance measures in the area of supra-regional open work with the disabled.
This form can be submitted electronically (e.g. via a secure contact form using your user account with login via the electronic ID function or the ELSTER certificate) or handwritten and signed in paper form to the responsible authority.
One of the most important socio-political concerns is to enable people with a specific disability to participate in life on an equal footing and lead a self-determined life.
People with a specific disability and their relatives can turn to a supra-regional Open Work for the Disabled (OBA) service for all questions relating to their disability. The Free State of Bavaria and the Bavarian districts support corresponding services throughout Bavaria for this purpose as part of a joint guideline. The aim is to guarantee low-threshold services to ensure participation for the above-mentioned group of people with their specific needs. In particular, the services should act as knowledge and information platforms for all needs arising from the specific disability and fulfill the tasks of the supra-regional services.
Funding is provided for counseling services for people with a specific disability and their relatives in Bavaria.
The services are aimed at people who are significantly restricted in their ability to participate in society due to a specific disability within the meaning of Section 2 (1) SGB IX, as well as their relatives. The tasks of the services include
The recipients of funding from the Free State of Bavaria are the central associations of independent welfare organizations (central associations) as well as the other legally capable and non-profit associations operating at state level in Bavaria and the associations affiliated to these associations that represent people with disabilities and their interests (state associations) as well as other providers of open disability work, provided they are not affiliated to a central association of independent welfare organizations or a state association. The recipients of the funding from the districts are the individual providers of the above-mentioned associations and organizations.
The services of the supra-regional open work with the disabled fulfill the tasks defined in more detail in Annex 1 according to letters a to e in their catchment area in accordance with their staffing and can also offer services according to letters f to h if required:
The funding is granted as a subsidy.
The type of grant is project funding.
The grant is awarded as fixed-amount funding (flat-rate funding) by way of project funding. The annual lump sum funding from the Free State of Bavaria for the fulfillment of the tasks of the supra-regional OBA services amounts to up to 38,200 euros for psychologists with a diploma or master's degree, up to 28,800 euros for specialists and up to 22,700 euros for other specialists.
Funding for regional open disability work services should be based on an appropriately selected ratio of the population of the district or independent city to the number of specialist and administrative staff. This is at least

The specialist staff employed must be suitable for the tasks due to their training, several years of experience or further training. Specialists include, in particular, social education workers and, subject to approval, psychologists. Other suitable specialists include nursery school teachers and curative education nurses. Other recognized qualifications are listed in Annex 5 of the legal basis.
Exclusion criteria:
A new service can only be recognized if at least one percent of the population in the region for which the advisory service is planned is affected. This is determined by the locally responsible district in agreement with the Ministry of Social Affairs.
Agreement must be reached between the provider, its umbrella organization or state association, the respective district and the Free State of Bavaria regarding the professional, personnel and organizational concept as well as the catchment area and funding of the service. A formal application must be submitted to the Zentrum Bayern Familie und Soziales (ZBFS) as the state approval body and the responsible district. The applications must be accompanied by a financing plan for the funding period applied for, overviews of the forces eligible for funding and, in the case of first-time applications, a concept and a professional statement from the umbrella organization or state association. The approval period is the calendar year.
The district in which the service operates is responsible for funding. If the service is active in several districts, these districts are jointly responsible according to the number of people reached there. In this case, the district in which the service is based is responsible for the procedure. If the service covers the whole of Bavaria, funding is provided by the Bavarian District Association. Forms are available from the respective umbrella organization or state association.
The Free State of Bavaria and the responsible district each decide on the funding applications in close coordination and under their own responsibility. The Free State of Bavaria sends the notification to the respective umbrella organization or state association or directly to the funding recipient if it is not affiliated to an umbrella organization of independent welfare services or state association and sends a copy to the district. The district sends the notification to the provider of the service and a copy of each to the responsible umbrella organization or state association and to the Bavarian Family and Social Center. The grant can be paid out in appropriate installments as an advance payment in the current financial year. Payments from the Free State of Bavaria may only be requested to the extent that they are required for payments due within two months of disbursement and no sooner. The final payment shall be made by the end of the current year.

Recipients submit initial applications and applications for job expansions to the district and the State Ministry for Family, Labor and Social Affairs via the umbrella organization or state association by March 31 of the previous year at the latest. Applications for ongoing funding must be submitted directly to the district and the Bavarian Center for Family and Social Affairs by November 15 of the previous year at the latest. The responsible district and the Zentrum Bayern Familie und Soziales (ZBFS) must be notified in advance of any changes in personnel, at the latest from the month of employment.
