Procedure details

The services of the supra-regional Open Work for the Disabled (OBA) represent an important building block in the overall care of people with specific disabilities. With the support of the Bavarian districts and the State Ministry of Labor and Social Affairs, Family and Integration, the services pursue the principle of ensuring that people can lead as independent and autonomous a life as possible. The supra-regional OBA services are provided at a low threshold and are aimed at people who are significantly restricted in their ability to participate in society due to a specific disability within the meaning of Section 2 (1) SGB IX and their relatives.

The differences to the regional OBA are primarily due to the prevalence/frequency of the types of disability supported. Rare disabilities make specific services necessary on the one hand, but also allow them to be grouped together in larger regions on the other. There are separate care structures for people with mental illnesses or addictions.

With their services, the supra-regional OBA services contribute to the implementation of the UN Convention on the Rights of Persons with Disabilities (UN CRPD).

Purpose

The purpose of the funding is to guarantee low-threshold services to ensure participation for the above-mentioned group of people with their specific needs. In particular, the services should act as knowledge and information platforms for all needs arising from the specific disability and fulfill the tasks of the supra-regional services.

Recipients

of funding Recipients of funding from the Free State of Bavaria are the central associations of independent welfare organizations (central associations) as well as the other legally capable and non-profit associations operating at state level in Bavaria and the associations affiliated to these associations that represent people with disabilities and their interests (state associations) as well as other providers of OBA, provided they are not affiliated to a central association of independent welfare organizations or a state association.
The recipients of the funding from the districts are the individual providers of the aforementioned associations and organizations.

Eligible costs

Eligible expenses are

  • Personnel expenses for eligible specialist and administrative staff, and, if necessary, also for implementation and support staff,
  • Material expenses and travel costs,
  • expenditure on initial equipment.

Type and amount

The grant is awarded as fixed-amount funding (flat-rate funding) by way of project funding.

The annual lump-sum grant from the Free State of Bavaria for the fulfillment of the tasks of the supra-regional OBA services amounts to up to 33,700 euros for psychologists with a diploma or master's degree, up to 24,300 euros for specialists and up to 18,200 euros for other specialists.

Funding can be provided for services that

  • are aimed at people with a specific impairment as defined by the UN CRPD, which generally affects at least one percent of the population,
  • promote self-determined living and inclusion in the community of people with disabilities,
  • cover special disability-related needs that are not already covered by benefits under the German Social Code,
  • provide services that go beyond self-help,
  • serve at least one planning region as defined in the state development plan and
  • fulfill the following tasks:
    • General counseling;
    • Information and educational offers;
    • public relations work;
    • Integration into and development of networks;
    • professional management of the service.

In addition, the following services can be offered if required:

  • Recruitment, training and coordination of volunteers;
  • Organization and provision of leisure, educational and social activities;
  • Implementation of leisure, educational and social activities.

  • in the case of initial applications: a concept and a technical opinion from the umbrella organisation or national association

Agreement must be reached between the provider, its umbrella organization or state association, the respective district and the Free State of Bavaria regarding the professional, personnel and organizational concept as well as the catchment area and funding of the service.

A formal application must be submitted to the Zentrum Bayern Familie und Soziales (ZBFS) as the state approval body and the responsible district.

The applications must be accompanied by a financing plan for the funding period applied for, overviews of the forces eligible for funding and, in the case of first-time applications, a concept and a technical statement from the umbrella organization or state association.

The approval period is the calendar year.

The district in whose area the service carries out its activities is responsible for funding. If the activities of the supra-regional service cover the area of several districts or parts thereof, the districts concerned are responsible in accordance with the size of the population covered by the measure. The district in whose area the supra-regional service is based is responsible.

Funding for supra-regional services whose activities cover the entire territory of the Free State of Bavaria is provided by the Bavarian District Council.

In the case of services already receiving funding , applications and attachments must be submitted to the district and the ZBFS via the umbrella organization or state association by 15 November of the previous year at the latest. The umbrella organizations and state associations collect the applications from the individual services and check them beforehand. Funding recipients who are not affiliated with an umbrella organization of independent welfare services or a state association must submit the applications and attachments for their services already receiving funding directly to the district and the ZBFS by November 15 of the previous year at the latest.

In the case of initial applications and applications for job expansions , grant recipients submit their applications to the district and the Bavarian State Ministry of Labor and Social Affairs, Family and Integration via the umbrella organization or state association by March 31 of the previous year at the latest. Recipients of grants who are not affiliated with an umbrella organization of independent welfare services or a state association submit the initial application or the application for the expansion of posts directly to the district and the Ministry by 31 March of the previous year at the latest.

The responsible district and the ZBFS must be notified in advance of any changes in personnel, at the latest from the month of employment.

The Free State of Bavaria and the responsible district each decide on the funding applications in close coordination and under their own responsibility. The Free State of Bavaria will send the decision to the relevant umbrella organization or state association or directly to the recipient of the grant if it is not affiliated to an umbrella organization of independent welfare services or state association and a copy to the district. The district sends the notification to the provider of the service and a copy to the responsible umbrella organization or state association and to the Bavarian Family and Social Center.

The grant can be paid out in appropriate installments as an advance payment in the current financial year. Payments from the Free State of Bavaria may only be requested to the extent that they are required for payments due within two months of disbursement and no sooner. The final payment shall be made by the end of the current year.
