Procedure details

Purpose

People with disabilities and their relatives can turn to a regional Open Work for the Disabled (OBA) service for all questions relating to their disability. The Free State of Bavaria and the Bavarian districts support corresponding services throughout Bavaria for this purpose as part of a joint guideline. The aim of the funding is to offer low-threshold outpatient care and ensure the participation of people with physical and mental disabilities, sensory impairments or chronic illnesses who fall under Section 99 of Book IX of the German Social Code (SGB IX) through providers and their efficient services, to support them in leading as independent and autonomous a life as possible and to relieve the burden on families with disabled relatives. The services also act as a point of contact for referral to services in the social area (pilot function). Funding is provided with the aim of providing advice and support throughout Bavaria.

Object

Funding for advisory services for people with disabilities and their relatives in Bavaria

Recipients of funding

Central associations of independent welfare organizations as well as other legally capable and non-profit associations operating at state level in Bavaria and the associations affiliated to these associations that represent people with disabilities and their interests as well as other providers of open work with the disabled, insofar as they are not affiliated to a central association of independent welfare organizations or a state association

Eligible costs

The organizations perform the following tasks through their services in their catchment area:

  1. General, provider-neutral advice, in particular on offers in the social area, if necessary, referral to other actors in the social area (pilot function);
  2. Organization and provision of leisure, educational and social activities;
  3. Implementation of leisure, educational and social activities, unless covered by the Bavarian districts' guidelines on the promotion of measures for the participation of people with disabilities (leisure, educational and social activities) dated March 17, 2017
  4. Organization and provision of the family support service/family support service;
  5. Implementation of family support services/family support services measures;
  6. Public relations work;
  7. Recruitment, training and coordination of volunteers;
  8. Integration into existing networks (within and outside of disability support)
  9. Professional management of the service as well as guidance and supervision of other service staff and volunteers, including their induction and further training.

Type and amount

The funding is granted as a subsidy.

The type of funding is project funding.
The funding period covers the entire duration of the project.

The grant is awarded as fixed-amount funding (flat-rate funding) by way of project funding. The annual lump sum from the Free State of Bavaria amounts to up to EUR 28,800 for specialists and up to EUR 22,700 for other specialists.

One of the most important socio-political concerns is to enable people with disabilities to participate in life on an equal footing and lead a self-determined life. In particular, the services of the Open Disability Work contribute to this. As part of their advisory services, these services are the point of contact for all questions relating to disabilities for people with all types of disabilities and their relatives. Uniform structures have been created in Bavaria on the basis of Bavaria-wide funding guidelines. A staffing ratio of 1 : 50,000 (1 specialist per 50,000 inhabitants) has been implemented in the regional area of each district and each independent city.

Exclusion criteria:

A new offer can only be recognized if the staffing ratio of 1 specialist to 50,000 inhabitants is not exhausted. However, this is generally the case in all regions of Bavaria.

  • Required document/s
    • Financing plan for the funding period applied for, overviews of the forces eligible for funding and, in the case of initial applications, a concept and a technical statement from the umbrella organization or regional association: We recommend contacting the responsible umbrella organization or regional association (https://www.freie-wohlfahrtspflege-bayern.de/; https://www.lebenshilfe-bayern.de/) or the locally responsible district (https://www.bay-bezirke.de/die-sieben-bezirke.html) for the initial application

Agreement must be reached between the provider, its umbrella organization or state association, the respective district and the Free State of Bavaria on the professional, personnel and organizational concept as well as the financing of the service. A formal application must be submitted to the Zentrum Bayern Familie und Soziales (ZBFS) as the state approval body and the responsible district. The applications must be accompanied by a financing plan for the funding period applied for, overviews of the eligible staff and, in the case of first-time applications, a concept and a professional statement from the umbrella organization or state association. The funding period is the calendar year. The district in whose area the service carries out its activities is responsible for funding. Forms are available from the respective umbrella organization or state association.

There are no costs.

Application: Initial applications and applications for job extensions by March 31 of the previous year - ongoing projects by November 15 of the previous year.

The Free State of Bavaria and the responsible district each decide on the funding applications in close coordination and under their own responsibility. The Free State of Bavaria sends the decision to the relevant umbrella organization or state association and a copy to the district. The district sends the notification to the provider of the service and a copy to the relevant umbrella organization or state association and to the Zentrum Bayern Familie und Soziales (ZBFS). The grant can be paid out in appropriate instalments as a payment on account in the current financial year. Payments from the Free State of Bavaria may only be requested to the extent that they are required for payments due within two months of disbursement and no earlier. The final payment shall be made by the end of the current year.
