The governments are the supervisory authorities for the specialist units for care and disability facilities - quality development and supervision (FQA), which are located at the district administrative authorities. They are also higher-level complaints bodies.

If necessary, the government supports and advises the FQA, e.g. during regular or ad hoc inspections of facilities and forms of housing that fall under the Care and Housing Quality Act (PfleWoqG), or in difficult questions regarding the implementation of legal or ministerial requirements.
