This form can be submitted electronically (e.g. via a secure contact form using your user account with login via the electronic ID function or the ELSTER certificate) or handwritten and signed in paper form to the responsible authority.
Expellees are persons who, as German citizens or German nationals, had their place of residence in the German eastern territories formerly under foreign administration or in the territories outside the borders of the German Reich according to the territorial status as of December 31, 1937 and lost it in connection with events of the Second World War as a result of expulsion, in particular through expulsion or flight.
The expellee identity card was issued before 01.01.1993 as proof of expellee or refugee status for the purpose of granting rights or benefits. It was replaced by the certificate in accordance with § 15 Para. 1 BVFG.
The issuing authority is responsible for deciding whether to issue a duplicate of an expellee identity card that has already been issued.
An expellee identity card has already been issued by an authority of the Free State of Bavaria.
The persons for whom the ID card was issued at the time are eligible to apply.
A short, informal application for a certificate (e.g. the ID card issued by a Bavarian authority has been lost or can no longer be found) and the reason (authority or pension insurance requires the certificate to be presented) is sufficient. You must submit a copy of your identity card (front and back) and state your current address.
The application can be submitted by e-mail or by post to the government of Middle Franconia.

It is helpful to state which Bavarian authority issued the expellee identity card at the time, as well as the surname, first name and date of birth and, if the applicant was under the age of 16 when they entered Germany, the surname, first name and dates of birth of their parents.
From 01.01.1993 to 31.12.2004, the compensation offices issued a late repatriate certificate as proof for late repatriates. With regard to applying for and issuing a duplicate of a certificate that has already been issued, the instructions above and below apply analogously.
