The Government Reception Center is responsible for the reception, accommodation, internal distribution and redistribution of asylum seekers and other beneficiaries distributed to the respective administrative district.
This form can be submitted electronically without signature (e.g. via a secure contact form or by e-mail) or in paper form to the responsible authority.
If asylum seekers in Bavaria are distributed to the administrative district by the Commissioner of the Free State of Bavaria for the Reception and Distribution of Foreign Refugees (State Commissioner) according to a legally defined key, it is the responsibility of the Government Reception Center (RASt) to allocate these people to a district or district-free municipality and accommodation according to the available capacity.
Asylum seekers should primarily be accommodated in state facilities, so-called shared accommodation. If there is not enough free capacity available there, accommodation is also provided in the so-called decentralized accommodation run by the districts and independent towns. The distribution to the districts and independent municipalities is based on a legally defined key. The distribution key can be found in § 3 of the Asylum Implementation Ordinance (DVAsyl). The specified key is based on the population figures of the administrative districts and independent towns in order to ensure the fairest possible distribution.
Different interests must be reconciled when distributing and allocating refugees. For example, consideration is given to the public interest, in particular public safety and order, but also to the interests of the asylum seekers, for example in the course of family unity. The government reception center ensures that the accommodation is both humanitarian and economical.
At the request of the asylum seeker for reasons of family unity or other humanitarian reasons, or ex officio for reasons of public interest, a so-called intra-state redistribution or so-called relocation request to another administrative district, another administrative district or merely to another accommodation within the same administrative district or the same independent municipality can also take place. The internal redistribution or relocation request is carried out in cooperation with the responsible immigration authority.
The RASt only issues requests to relocate within the district or municipality if the foreigner is to be requested to move to or from shared accommodation. In all other cases, relocation requests are issued under the responsibility of the administrative district or independent municipality.
If there is a request for a transnational relocation to another federal state or from another federal state to Bavaria, the corresponding application must first be forwarded to the state commissioner or the relevant foreigners authority. The latter will then forward the application to the competent authority.
Under certain conditions, an exemption from the obligation to live in shared accommodation and decentralized accommodation can be granted. Beneficiaries may then live in private accommodation.
