Youth social work at schools (JaS) is a youth welfare measure. The deployment of JaS specialists at schools results in intensive cooperation between youth welfare services and schools.

With this funding program, the Free State of Bavaria supports districts and independent cities in youth social work (JaS) in order to offer socially disadvantaged or individually impaired young people socio-educational help in everyday school life. The aim is to promote personal development, social integration and equitable participation in education.
Funding is provided for youth social work measures at the following types of school:
State funding is provided for the personnel costs of the JaS specialist.
The funding is granted as a subsidy.
The type of funding is project funding.
The flat-rate grant for a full-time position amounts to EUR 16,360. Further details are set out in the funding guidelines.
The need for the scope of youth social work at the respective location must be determined by the local youth welfare office as part of youth welfare planning and confirmed by the youth welfare committee. Further details are set out in the funding guidelines.
Local public youth welfare organizations (districts and independent cities) and recognized independent youth welfare organizations that carry out youth social work on behalf of the youth welfare office and are not also school authorities are eligible to apply.
Exclusion criteria:
If a recognized independent youth welfare organization has been commissioned by the youth welfare office to carry out a JaS measure, it must submit the complete application with the required documents in written form and signed to the youth welfare office. The funding platform (FMP) must be used once it goes live, see No. 5.2.1 of the JaS funding guidelines dated September 26, 2024. The requirements of the funding guidelines must be observed when submitting applications.
The youth welfare office submits its own applications to the responsible government or forwards applications from recognized independent youth welfare organizations with a statement on financial participation.
The government submits applications that comply with the guidelines to the Bavarian State Ministry for Family, Labor and Social Affairs.
Early start of measures: possible after approval
There are no costs.
The application period is 3 month(s). The initial application must be submitted to the government three months before the planned start of the measure. Subsequent applications must be submitted by December 31 of the previous year.
