Procedure details

If you want to carry out activities with asbestos in the high-risk area, you need a license for these activities for your company.

The license is issued upon application by the trade supervisory office responsible for you. The application must be accompanied by proof of sufficient personnel and safety equipment (see requirements).

Approval can only be granted if the applicant can provide evidence of sufficient personnel and safety equipment

The staffing includes the following evidence:

  • Appointment of a competent responsible person and a competent representative in accordance with No. 5.1 of TRGS 519 (for competence requirements, see No. 2.7 of TRGS 519)
  • Written assignment of the supervisor(s) in accordance with No. 5.2 of TRGS 519 (for requirements for expertise and qualification, see No. 2.7 of TRGS 519)
  • Employment of a sufficient number of skilled workers who are able to carry out the work properly and safely as well as to operate and monitor the required safety equipment

The safety equipment includes the following equipment described below, which must be used on the construction site or kept ready for use at the depot:

1. demolition and renovation work on sprayed asbestos

  • Partitioning
  • Marking of the work area
  • Ventilation system (RLT with negative pressure monitoring)
  • Measuring device for negative pressure maintenance and recording/recorder
  • Personnel decontamination system; four chambers
  • Sanitary/washing facilities on site
  • Material decontamination system; at least two chambers
  • Packaging material for materials containing asbestos (labeled in accordance with Annex 2 of TRGS 519)
  • If necessary, containers for collecting reusable protective clothing or work clothing containing asbestos with labeling in accordance with Annex 2 of TRGS 519
  • Waste water collection container, waste water filter system if necessary
  • Low-pressure spraying device
  • Industrial vacuum cleaner/dust extractor in accordance with Annex 7.1 of TRGS 519
  • HVG high-performance vacuum cleaner
  • Equipment cleaning facilities at the depot (company headquarters)
  • Radiotelephones

2. demolition and renovation work on weakly bound asbestos products - without sprayed asbestos

  • Partitioning
  • Marking of the work area
  • Ventilation system (RLT with negative pressure monitoring)
  • Measuring device for negative pressure maintenance and recording/recorder
  • Personnel decontamination system; at least three chambers
  • Material decontamination system; at least two chambers
  • Sanitary/washing facilities on site
  • Packaging material for materials containing asbestos (labeled in accordance with Annex 2 of TRGS 519)
  • If necessary, containers for collecting reusable protective clothing or work clothing containing asbestos with labeling in accordance with Annex 2 of TRGS 519
  • Waste water collection container, waste water filter system if necessary

3. small-scale demolition and renovation work on weakly bound asbestos products indoors

  • Partitioning/foil door
  • Marking of the work area
  • Ventilation system/ventilation unit; for small rooms: use of a suitable industrial vacuum cleaner/dust extractor according to Annex 7.1 of TRGS 519 (according to number 14.4 paragraph 3 of TRGS 519, an eightfold air exchange per hour must be ensured)
  • Personnel decontamination system
  • Sanitary/washing facilities on site
  • Material decontamination facility
  • Packaging material for asbestos-containing materials (labeled in accordance with Annex 2 of TRGS 519)
  • Containers for collecting reusable protective clothing or work clothing containing asbestos with labeling in accordance with Annex 2 of TRGS 519
  • Low pressure sprayer
  • Industrial vacuum cleaner/dust extractor in accordance with Annex 7.1 of TRGS 519

Compulsory occupational health care in accordance with the Ordinance on Occupational Health Care must have been carried out for all employees working with materials containing asbestos before work begins.

Note: It is at the discretion of the competent authority to ask the applicant to provide evidence of the mandatory occupational health screening carried out for all employees.

  • Copies of the certificates on the successful participation of the experts employed in the company in officially recognised expert courses or proof of qualification in accordance with Annex 10 of TRGS 519.

  • Business registration
  • Extract from the entry at the registry court in which the managing persons are named
  • Evidence of occupational health screening of the remediation specialists
  • Certificate of good conduct for submission to an authority

The application for approval as a specialist company in accordance with the Hazardous Substances Ordinance (GefStoffV), Annex I No. 2.4.2 Paragraph 4 for demolition and renovation work on weakly bound asbestos products must be submitted to the trade supervisory office responsible for the company headquarters.

Depending on the administrative costs, from EUR 100 to EUR 2,500 (framework fee in accordance with the Schedule of Costs under the Costs Act).
