Whistleblowers make an important contribution to uncovering and punishing wrongdoing. However, in the past there have been repeated cases in which they have been professionally disadvantaged as a result of reporting wrongdoing. The aim of the Whistleblower Protection Act is to protect whistleblowers from disadvantages (e.g. exclusion from promotion or higher grading or dismissal) and to give them legal certainty. Exceptions to this confidentiality requirement are set out in Section 9 HinSchG.
